P3M Specialist – Secure Government Sector

Turner & Townsend is recruiting a P3M Specialist - Secure Government Sector to join our defence consulting team in Cheltenham. This full-time, on-site position offers the opportunity to shape how complex government programmes deliver strategic value through expert portfolio, programme, and project management discipline.

The Opportunity

We're seeking an experienced P3M Specialist to drive governance excellence and delivery assurance across our most significant government programmes. You'll operate at the intersection of strategic planning and operational delivery, ensuring rigorous controls, accountability, and measurable business outcomes across our secure government sector work. Day-to-Day Responsibilities

• Lead portfolio governance reviews, establish programme baselines, and maintain alignment with government security and delivery standards
• Design and implement P3M frameworks, methodologies, and controls tailored to defence sector complexity and regulatory requirements
• Provide strategic counsel on programme structuring, risk identification, benefit realisation, and resource optimisation across concurrent initiatives
• Engage with government stakeholders, senior programme teams, and executive sponsors to surface emerging risks and identify opportunities
• Develop governance dashboards, assurance reporting, and performance metrics that communicate progress, dependencies, and financial position to senior leadership
• Build internal capability through mentoring, training, and coaching in best-practice portfolio and programme delivery

Qualifications

• Demonstrable experience in portfolio, programme, or project management within government, defence, or highly regulated sectors
• Working knowledge of UK government delivery standards, frameworks such as PRINCE2 or MSP, and relevant compliance requirements
• Experience conducting governance reviews, assurance activities, and establishing controls in complex, multi-stakeholder environments
• Proven ability to translate strategic objectives into clear programme outcomes and measurable key performance indicators
• Strong communication and stakeholder management capabilities, with demonstrated influence at executive level
• SC clearance or eligibility to obtain SC clearance (desirable)
