P3M Specialist – Secure Government Sector

Turner & Townsend is seeking an experienced P3M Specialist to support our London office in delivering complex, security-focused programmes for government sector clients. This full-time role offers the chance to take strategic oversight of portfolios and programmes within a secure, mission-critical environment where governance rigour and stakeholder confidence are essential.

What This Role Involves

As a P3M Specialist, you will provide strategic portfolio, programme, and project management support to government clients operating in sensitive environments. Your work will centre on establishing robust governance, maintaining disciplined delivery oversight, and ensuring full compliance with government standards and security protocols. You will work with senior stakeholders to navigate complexity, manage risk effectively, and keep delivery aligned with strategic objectives. This role demands both structured project management discipline and the ability to influence and communicate at senior levels within regulated organisations.

What You'll Do

• Develop and maintain portfolio strategy and governance frameworks aligned with government client priorities
• Oversee programme and project delivery, monitoring progress against approved baselines and key performance indicators
• Identify, assess, and escalate risks and issues; support implementation of mitigation strategies
• Establish reporting structures and control mechanisms to ensure transparency and accountability
• Manage stakeholder engagement, ensuring alignment and confidence across delivery teams and government partners
• Advise on resource planning, capacity allocation, and delivery readiness
• Ensure compliance with government requirements, contractual obligations, and audit standards

Requirements

• Extensive experience managing portfolios, programmes, or projects in government, defence, or highly regulated sectors
• Recognised professional qualification in project or programme management (PRINCE2, APM, or equivalent)
• Strong knowledge of governance frameworks, risk disciplines, and control mechanisms
• Proven ability to engage confidently with senior stakeholders and government clients
• Experience in secure, compliance-focused, or government-regulated environments
• Excellent communication, analytical, and problem-solving capabilities
