Procurement Manager

About This Opportunity

We are representing a confidential engineering technology organization in Reading, Berkshire, seeking a Procurement Manager to establish and lead procurement operations at their production facility. This is an on-site role reporting to senior leadership.

Our client develops specialized hardware products incorporating electro-mechanical, optical, and electronic assemblies sourced from international suppliers. You'll be building a procurement function from the ground up—taking ownership of supplier strategy, contract negotiation, purchase-to-pay processes, and supplier quality management under ISO 9001.

Responsibilities

• Own the complete supplier base including segmentation, approval, review, and rationalization; identify and qualify second sources for single-source components
• Lead sourcing for new product introduction from RFQ through first article approval
• Negotiate pricing, lead times, payment terms, MOQs, and framework agreements; manage supplier contracts, NDAs, tooling ownership, and consignment arrangements
• Deliver year-on-year cost-reduction plans with measurable savings
• Manage service, maintenance, support, and calibration agreements for production equipment, test equipment, and facilities
• Own the purchase-to-pay process end to end, including ERP purchasing data management, reorder points, safety stock, and order-quantity policy
• Manage supplier quality under ISO 9001 clause 8.4—including approval, monitoring, scorecards, audits, and corrective action
• Ensure supply chain compliance with RoHS, REACH, conflict minerals, and CE/UKCA requirements
• Line-manage the Systems Engineer and provide regular reporting on spend, savings, supplier performance, lead times, and shortage risk

What We're Looking For

• Substantial procurement experience in electronics, electro-mechanical, or precision-manufacturing environments
• Demonstrable negotiation record with measurable savings and improved commercial terms
• Experience with supplier quality management under ISO 9001, including audits and corrective action
• Confident user of ERP purchasing modules; CIPS qualification or equivalent desirable
• Strong understanding of BOM-driven purchasing, order quantities, lead times, and inventory policy
• Experience contracting for services as well as materials—including service agreements, maintenance, and subcontract spend
• Experience with second-sourcing and supply-chain risk management for single-source components
• Working knowledge of international sourcing, incoterms, duty, and customs
• Ability to build a procurement function from the ground up in a fast-moving environment
• Involvement in an ERP implementation or migration is a strong advantage
