People & Culture Specialist (f/m/d)

About This Opportunity

We are representing a confidential deep-tech organization in Aachen, Germany, seeking a People & Culture Specialist to build and scale their People Operations function during a period of rapid growth. This is a hands-on role combining operational excellence with strategic partnership, where you'll manage core HR processes, build scalable systems, and support leadership as a trusted advisor.

Responsibilities

In this role, you will:

• Take ownership of payroll operations for Netherlands and Germany, while coordinating international payroll cases
• Manage the full employee lifecycle including contract management, compliance, and HRIS administration
• Scale People Operations and Global Mobility processes to support company expansion
• Build reliable, scalable systems and reduce manual workflows across daily operations
• Develop and document Standard Operating Procedures (SOPs) to stabilize core processes
• Deliver People analytics and reporting that inform strategic decision-making and shape company policies
• Partner with external specialists including legal advisors, insurance providers, payroll vendors, and relocation/visa experts
• Collaborate closely with Talent Acquisition, People Experience, and People Development teams
• Serve as a business partner to leadership on People Operations topics
• Contribute to policy development and implementation that supports compliance and organizational culture

What We're Looking For

• 5-8 years of hands-on People Operations experience in an international company, ideally within a scaling technology or engineering environment
• Practical application of German labour law in HR settings with strong day-to-day decision-making capabilities
• Proven expertise with HRIS systems (Personio required), payroll and benefits administration platforms, and reporting analytics
• Experience managing immigration, visas, relocation, and international mobility programs is advantageous
• Track record of building HR processes, SOPs, and infrastructure from the ground up
• Strong stakeholder management and collaboration skills with ability to balance operational needs and employee experience
• Hands-on mindset with exceptional attention to detail and ability to execute in fast-paced environments
• Professional integrity and proven ability to build trust across the organization
• Fluency in German (minimum C1 level) and English
• Advanced Microsoft 365 proficiency
• Previous experience in fast-growing startup environments, particularly deep tech, is highly valued
