IS Manager – Developer Experience (DevEx)

About This Opportunity

Our talent team is representing a confidential insurance organization seeking an IS Manager to lead their Developer Experience and Engineering Enablement function in Puerto Rico. This hands-on leadership role combines people management, product ownership, and technical enablement to improve developer productivity and accelerate engineering practice adoption across the enterprise.

You'll own the strategy and operation of the Internal Developer Platform and Engineering Dojo, driving measurable improvements in software delivery performance through golden paths, self-service capabilities, and data-driven insights.

Responsibilities

Developer Experience & Internal Developer Platform

• Define and continuously improve enterprise golden paths that simplify adoption of engineering practices, standards, and tooling
• Own Internal Developer Platform strategy, roadmap, and daily operations
• Lead development of developer-facing platform experiences including service catalogs, templates, documentation, and self-service resources
• Establish governance and lifecycle management to keep platform content current and aligned with standards
• Build integrations that improve discoverability of tools, capabilities, ownership, and system health indicators
• Develop scorecards and engineering health insights that enhance productivity and effectiveness

Engineering Enablement & Insights

• Own Engineering Dojo strategy, roadmap, and operations
• Design and deliver workshops, learning paths, labs, office hours, and coaching sessions
• Create enablement content for enterprise standards, security practices, and modern engineering techniques
• Own DORA metrics and Software Engineering Intelligence program including definitions, data quality, and reporting
• Maintain engineering effectiveness metrics, dashboards, and scorecards
• Translate metrics and intelligence data into actionable improvement opportunities
• Partner with engineering leaders to establish objectives and track progress
• Facilitate Engineering Community of Practice for knowledge sharing and collaboration

People Leadership

• Recruit, coach, and develop high-performing engineers and enablement professionals
• Establish clear goals, priorities, and success measures
• Provide coaching, performance feedback, and career development
• Manage team capacity, prioritization, and delivery commitments
• Build partnerships across engineering, security, architecture, and product teams
• Foster culture of accountability, collaboration, and continuous improvement

What We're Looking For

Required Qualifications

• Bachelor's degree in Computer Science, Information Technology, Engineering, or equivalent experience
• 7+ years in software engineering, platform engineering, developer productivity, or related technical disciplines
• 3+ years leading engineering teams and developing technical talent
• Experience leading developer productivity, developer experience, or platform engineering initiatives
• Background developing, governing, or driving adoption of engineering standards and practices
• Experience developing engineering metrics, scorecards, and operational insights
• Hands-on experience with modern developer toolchains including GitHub Enterprise, GitHub Actions, artifact management, and application security tools
• Strong understanding of modern software engineering practices, Agile, DevSecOps, and platform engineering
• Experience leading cross-functional initiatives and influencing stakeholders
• Strong communication, facilitation, and organizational change leadership skills
• Must be located in Puerto Rico or United States with high-speed internet access
• No visa sponsorship available now or in the future

Preferred Qualifications

• Experience implementing Internal Developer Platforms such as Backstage, Port, or Cortex
• Experience implementing DORA metrics and engineering effectiveness programs
• Familiarity with Software Engineering Intelligence platforms
• Background developing engineering training or coaching programs
• Experience evaluating AI-assisted engineering practices and tools
• Background in regulated industries (financial services, insurance, healthcare)

Remote role with periodic in-person attendance required for planning, training, and business-critical meetings.
