About This Opportunity

Our talent team is representing a confidential public sector consulting organization in their search for a Consultant to drive digital transformation initiatives for government clients. This role is based in Köln with flexible remote work options throughout Germany.

We're seeking professionals who want to actively shape the modernization of public administration through digital solutions that serve citizens and have genuine societal impact. You'll work within an interdisciplinary consulting unit, supporting federal, state, and municipal agencies in implementing digitalization projects.

Responsibilities

• Lead and design IT consulting projects for public sector clients
• Guide government agencies through digitalization initiatives and transformation programs
• Develop strategies, organizational structures, and process improvements for administrative bodies at federal, state, and local levels
• Collaborate with project teams to gather client requirements and design innovative solution concepts
• Manage IT solution implementations from preparation through piloting, testing, and go-live
• Facilitate workshops, information sessions, and training programs for diverse stakeholder groups
• Prepare documentation including guidelines, handbooks, and materials for governance review
• Oversee post-implementation activities including support, hypercare, user feedback, and transition to stable operations
• Participate in continuous learning through training programs and knowledge sharing within teams

What We're Looking For

• Completed degree in political science, public administration, administrative informatics, law, business informatics, or related field that qualifies you for this role
• Initial experience in consulting or IT project management; background touching public administration is particularly valued
• Strong understanding of project planning and governance; familiarity with PMFlex or willingness to learn quickly
• Excellent communication skills with ability to engage different users and stakeholders through change processes
• Capability to translate complex content into accessible formats for various audiences
• Technical aptitude and interest in system implementation topics including configuration, interfaces, data migration, customization, and testing (functional and technical)
• Forward-thinking approach that considers support structures, user feedback, and operational stability beyond initial deployment
• Genuine interest in public administration digitalization and successful IT service adoption in government organizations
• Knowledge of administrative digitalization frameworks, data protection, or IT service management is advantageous but willingness to learn is more important
• German language proficiency required for this role
