Bayer is seeking a State Regulatory Manager to oversee pesticide registrations across the United States, managing complex regulatory pathways to secure and defend market access for our crop science portfolio. Role Overview

In this strategic regulatory role, you will direct all state-level registration activities for herbicide products, ensuring compliance with Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) requirements and navigating diverse state regulatory frameworks. Reporting to the Head of Strategy & Innovation, you will be the primary liaison between Bayer's asset teams and state regulatory agencies, translating business objectives into effective regulatory strategies while protecting existing registrations and opening pathways for new products.

What You'll Do

  • Develop comprehensive state registration strategies to obtain and defend herbicide registrations across all 50 states, aligned with federal approvals and market priorities
  • Execute state regulatory submissions including new active ingredient registrations, Section 3 approvals, Section 24(c) emergency exemptions, Section 2(ee) label amendments, Section 18 exemptions, and Experimental Use Permits
  • Build and maintain regulatory tracking databases documenting registration status, renewal timelines, state-specific conditions, and compliance requirements for all products
  • Forecast annual state registration and renewal fees, manage payment schedules, and coordinate financial obligations across all jurisdictions
  • Prepare and submit state applications with complete supporting documentation, ensuring technical accuracy and consistency with federal labels
  • Engage proactively with State Lead Agencies (Departments of Agriculture, environmental regulators) to accelerate approvals and address regulatory concerns
  • Coordinate with cross-functional teams—including scientists, label specialists, legal, and commercial partners—to ensure timely data availability and strategic alignment on submissions
  • Interpret state-specific regulatory requirements, conditions, and label nuances for asset and business teams, reducing uncertainty in planning
  • Monitor evolving state pesticide regulations and ensure Bayer processes, labels, and products remain compliant
  • Develop defensible regulatory responses and persuasive documentation when addressing state agency questions or registration challenges

Skills & Qualifications

  • Bachelor's degree in a scientific or technical field (Agronomy, Environmental Science, Biology, Chemistry, Regulatory Science) plus 8 years of regulatory affairs experience, OR Master's degree plus 6 years of regulatory affairs experience
  • Demonstrated expertise in FIFRA compliance and state registration processes for pesticide products
  • Proven ability to manage regulatory submissions, dossiers, and compliance documentation
  • Solid understanding of the crop protection industry, competitive landscape, and agronomic applications
  • Proficiency in Microsoft Office and databases or regulatory tracking tools
  • Excellent written and oral communication skills; ability to craft clear, persuasive regulatory correspondence and technical submissions
  • Strong scientific foundation in environmental and human safety topics relevant to pesticide regulation
  • Skilled negotiator with proven problem-solving ability, influencing capability, and a proactive, solution-oriented approach
  • Collaborative team player comfortable in matrixed, multi-functional environments
