Senior Consultant für digitale Verwaltungsprojekte – Migration und Inneres (all genders)

Responsibilities

Our talent team is representing a confidential public-sector technology organization seeking a Senior Consultant for digital government transformation projects with a focus on migration and internal affairs.

In this role, you will:

• Advise public administration clients on complex IT and digitalization initiatives, particularly in migration, internal affairs, and public safety domains
• Collaborate with clients to redesign administrative processes and digital services, challenge existing workflows, and prepare structured decision-making materials
• Analyze intricate subject-matter dependencies, organizational structures, and process questions to develop target operating models, strategic options, and actionable recommendations
• Design and facilitate workshops, interviews, and alignment sessions, bringing together diverse perspectives and guiding stakeholders through decision and change processes
• Bridge the gap between administration, domain expertise, and technology by structuring and prioritizing requirements and translating operational needs into viable digital solutions alongside interdisciplinary teams
• Support implementation from concept through production—spanning analysis, requirements gathering, design, piloting, testing, and go-live—while maintaining focus on end-user acceptance and sustainable solution adoption

What We're Looking For

• Relevant experience consulting public-sector clients on IT, digitalization, or transformation initiatives, with demonstrated ownership of advisory work packages or functional responsibilities
• Ability to quickly master complex subject matter, analyze and structure interdependencies, and derive sound strategic options, recommendations, target models, and concepts
• Proven track record working with external clients and diverse stakeholders, communicating confidently across all levels of client and project organizations
• Passion not only for advisory work but also for bringing concepts to life with interdisciplinary teams and witnessing real-world impact
• Ideally, experience with public administration digitalization projects and/or subject-matter expertise in migration, internal affairs, or public safety; familiarity with German digital government frameworks (OZG, EfA, FIM), data protection, or IT service management is a plus
• Completed university degree preferred
• Excellent German language skills (written and spoken) and good English proficiency required
• Availability for occasional travel to Köln and client sites; remote work available
