Regulatory Compliance Manager

About This Opportunity

Our talent team is representing a confidential UK banking organization in their search for a Regulatory Compliance Manager. This is a second line of defense position providing independent oversight and advisory support across regulatory compliance risk. You'll work within a structured compliance function that supports sustainable growth while maintaining clear accountability frameworks.

The role sits within the compliance and conduct team and focuses on FCA, PSR, FSCS and other relevant regulatory obligations for a UK business banking operation. You'll maintain compliance frameworks, manage regulatory change, provide expert challenge to first line teams, and support senior governance reporting.

Responsibilities

• Maintain and develop the regulatory compliance framework, including risk appetite, KRIs, policy standards, obligations mapping, horizon scanning and governance reporting
• Provide second line oversight, advice and challenge on FCA/PRA Handbook requirements, permissions, perimeter assessments, regulatory change, SMCR, regulatory reporting and breach management
• Support first line on perimeter and permissions assessments for new products, business changes, partnerships, customer segments and structural changes
• Own or support regulatory change and horizon scanning, including impact assessment, gap analysis, implementation oversight and reporting to governance forums
• Review and challenge new product papers, including product compliance checklists, financial promotions and rule applicability assessments
• Oversee regulatory reporting governance requirements, including ownership, processes, controls, data lineage, sign-off and timeliness
• Manage regulatory breach processes, including materiality assessment, root-cause challenge, remediation tracking and notification consideration
• Support regulatory engagement including supervisory correspondence, information requests and regulatory meetings
• Maintain compliance policies, standards, practical guidance and regulatory training materials
• Provide second line oversight of depositor protection obligations, including disclosure, eligibility and testing evidence
• Produce clear, actionable compliance MI for senior management, executive committees and board forums

What We're Looking For

• Strong UK banking regulatory compliance experience, ideally in a dual-regulated bank, building society, SME lender, payment services environment or comparable regulated financial services business
• Detailed working knowledge of FCA and PRA expectations relevant to UK business banking, including SYSC, SUP, PRIN, BCOBS, FIT, PERG, SMCR, regulatory reporting, payments regulation and depositor protection frameworks
• Ability to interpret regulatory requirements and translate them into practical controls, evidence standards and business guidance
• Data-led and evidence-led approach: comfortable using MI, KRIs, breach data, monitoring outputs and audit findings to identify trends and drive remediation
• Experience building or maintaining an obligations inventory, regulatory change process, compliance monitoring plan, breach/notification process and senior governance MI
• Strong written and verbal communication skills, including ability to produce committee-level reports that are concise, risk-based and support decision-making
• Ability to challenge senior stakeholders clearly while preserving the distinction between second line oversight and first line ownership
• Strong judgement on escalation and when to seek specialist input from other departments
• Practical, disciplined and comfortable operating in a scaling organization where the control environment continues to mature
• Comfortable using analytics and building AI-enabled tools safely and pragmatically, with appropriate attention to data quality, governance and validation
