About This Opportunity

Our talent team is representing a confidential state healthcare organization seeking a Managing Consultant to lead federal Medicaid financial reporting and compliance initiatives. This remote role offers the opportunity to work directly with government healthcare finance at the state level, ensuring accurate federal claims submission and regulatory adherence.

Responsibilities

• Execute preparation of CMS-64.10 quarterly sub-schedules, ensuring all administrative expenditures are reported accurately to federal authorities
• Oversee reconciliation and claiming processes for Medicaid Administrative Claiming, applying appropriate cost allocation methodologies and federal matching rates (FMAP)
• Monitor and track expenditures against Advanced Planning Documents (APD), ensuring project spending aligns with federal approval requirements
• Stay current on changes in federal claiming policies to maintain compliance and audit-readiness
• Proactively identify opportunities to streamline data collection and enhance accuracy of federal reports
• Translate complex federal claiming requirements into clear financial summaries for stakeholders

What We're Looking For

Required Qualifications:

• Bachelor's degree from an accredited university
• Minimum 5 years of overall professional experience
• Minimum 5 years of experience working with state or local government
• Direct experience in federal healthcare or state Medicaid finance operations
• Proven background in healthcare reporting and compliance
• Ability to analyze and communicate complex federal claiming requirements
• No visa sponsorship available for this position

Preferred Qualifications:

• Intermediate to expert Microsoft Excel skills with comfort handling large datasets
• Understanding of Public Assistance Cost Allocation Plans (PACAP)
• Functional knowledge of the CMS-64 reporting process and Medicaid Administrative Claiming
• Familiarity with APD/IAPD planning and approval processes
• Experience with Medicaid data systems (MMIS and E&E)
• Self-starter with strong intellectual curiosity and ability to investigate data anomalies
• Prior experience working for a state health and human services agency or with Centers for Medicare and Medicaid Services (CMS)
