About This Opportunity
Our talent team is representing a confidential federal technology services organization seeking an experienced Mobile Apps Software Product Management Lead. This fully remote role will drive the vision, strategy, modernization, and delivery of mission-critical mobile applications serving military families and healthcare providers across iOS and Android platforms. You'll translate complex stakeholder needs into measurable product outcomes while directing cross-functional teams spanning mobile engineering, UX, cybersecurity, DevSecOps, and operations.
Responsibilities
- Define and execute product vision, goals, and outcome-based roadmaps for multiple mobile applications across iOS and Android ecosystems
- Align mobile product priorities with mission objectives, user needs, platform policies, accessibility standards, privacy requirements, and cybersecurity controls
- Use adoption, engagement, performance, crash reporting, and user-feedback data to prioritize continuous improvement investments
- Collaborate with government product owners, Service Members, military families, providers, UX researchers, designers, architects, engineers, testers, and cybersecurity personnel
- Translate mission and policy needs into product requirements, epics, features, user stories, acceptance criteria, and measurable success indicators
- Lead cross-platform and native mobile delivery including application architecture, device capabilities, offline behavior, notifications, authentication, analytics, and backend integrations
- Guide technology decisions involving native iOS development with Swift and SwiftUI; native Android development with Kotlin and Jetpack Compose; and cross-platform frameworks when appropriate
- Ensure product decisions account for Apple App Store and Google Play submission, signing, review, release-track, privacy-disclosure, and compatibility requirements
- Own and prioritize product backlogs ensuring work is ready for discovery, design, development, testing, security review, and release
- Lead release planning, sprint objectives, dependency management, beta activities, phased rollout, and stakeholder communications
- Coordinate mobile CI/CD pipelines, automated builds, code signing, security scanning, and app-store deployment
- Guide teams working with Swift, Kotlin, Dart, JavaScript/TypeScript, React Native, Flutter, REST/JSON APIs, GraphQL, and cloud-native services
- Integrate secure mobile development, privacy, Section 508 accessibility, and operational readiness into product decisions and acceptance criteria
- Coordinate product priorities supporting RMF, NIST SP 800-53 controls, Zero Trust principles, vulnerability remediation, and Authority to Operate activities
- Apply ITIL practices to incident, problem, change, release, and continual improvement activities affecting mobile products
What We're Looking For
Clearance Requirement: Active Secret clearance supported by a Tier 3 background investigation
Education: Bachelor's degree in Information Technology, Computer Science, Software Engineering, Information Systems, Business, Product Management, Human-Computer Interaction, or related discipline (equivalent experience may be considered)
Experience:
- Minimum 8 years in software product management, product ownership, or digital product delivery
- Experience leading product vision, roadmaps, and backlogs for native or cross-platform mobile applications
- Demonstrated experience managing mobile products across discovery, design, development, testing, app-store release, and sustainment
- Experience leading Agile cross-functional teams in federal, DoD, public-sector, healthcare, or similarly regulated environments
- Experience collaborating with government stakeholders and translating mission needs into mobile software outcomes
Technical Knowledge Required:
- Strong understanding of iOS and Android ecosystems, mobile lifecycles, platform design conventions, and app-store delivery
- Working knowledge of Swift, SwiftUI, Xcode, Objective-C, Kotlin, Jetpack Compose, Android Studio, Java, and platform SDKs
- Working knowledge of cross-platform technologies such as React Native, Flutter with Dart, Kotlin Multiplatform, Ionic, or Capacitor
- Understanding of mobile architecture, API integration, OAuth 2.0/OpenID Connect, secure storage, offline sync, push notifications, and analytics
- Experience with Git-based source control, automated testing, mobile CI/CD, code signing, and staged releases
- Understanding of mobile accessibility including platform APIs, assistive technology testing, and Section 508 considerations
- Understanding of secure mobile design including data protection, authentication, network security, privacy, and software supply-chain risks
- Strong understanding of Agile delivery, backlog management, sprint planning, and end-to-end software development lifecycles
- Working knowledge of ITIL practices supporting digital product operations
Technical Knowledge Preferred:
- Experience with open-source mobile frameworks such as Fastlane, Appium, Detox, or Maestro
- Familiarity with cloud-native mobile backends in AWS GovCloud or Azure Government
- Experience supporting regulated IL4/IL5 environments
- Experience with Jira, Confluence, Azure DevOps, GitHub, or GitLab
- Experience with human-centered design, usability research, design systems, accessibility testing, and product analytics
- Experience with on-device ML, privacy-preserving analytics, generative AI integrations, or mobile threat modeling
Required Certifications:
- ITIL 4 Foundation
- Certified Scrum Product Owner (CSPO) or comparable product owner certification
- CompTIA Security+ or approved equivalent
Preferred Certifications:
- PMI Agile Certified Practitioner (PMI-ACP), PMP, SAFe Product Owner/Product Manager, or additional product management certifications
- AWS, Azure, mobile development, accessibility, cybersecurity, secure software, Agile, or DevSecOps certifications
Skills and Competencies:
- Strong communication, facilitation, negotiation, and stakeholder management skills
- Ability to translate mission needs and mobile user journeys into clear business, technical, security, and accessibility requirements
- Excellent prioritization, decision-making, analytical, risk-management, and problem-solving abilities
- Strong leadership skills for guiding distributed cross-functional teams
- High attention to detail, customer advocacy, technical curiosity, and commitment to accessible, secure, user-centered mobile services
