Technical Program Manager (f/m/d)

About This Opportunity

We are representing a confidential semiconductor technology client in Aachen, Germany, seeking a Technical Program Manager to lead the development and delivery of next-generation integrated circuit programs. This role combines cross-functional leadership with technical fluency to drive complex programs from concept through production release.

As Technical Program Manager, you will own the complete silicon and chiplet program lifecycle, coordinating engineering teams, managing external vendors, and partnering with product management to ensure programs meet time, technical, cost, and quality targets. This is a hands-on, accountable role where you'll take end-to-end ownership of defined programs in an advanced packaging environment.

Responsibilities

• Oversee Application-Specific Integrated Circuit programs combining electronics and photonics in advanced chiplet packages from initial concept through implementation, validation, qualification, and final product release
• Lead cross-functional engineering teams and serve as the Program Core Team leader, aligning decisions, managing dependencies, and executing against milestones
• Develop and maintain program schedules, identify critical paths and bottlenecks, and drive execution throughout program duration
• Partner with product management to translate product requirements and priorities into executable technical program plans, managing scope and schedule trade-offs
• Own relationships with external third-party IP and qualification providers, tracking deliverables, running regular review cadences, and escalating risks proactively
• Coordinate multi-die/chiplet integration programs and known-good-die qualification processes
• Manage chip delivery for development builds and ensure qualification meets mass production schedules
• Build strong working relationships across multidisciplinary teams and communicate effectively with leadership and external stakeholders
• Ensure program documentation is complete, current, and accessible
• Manage external suppliers broadly, including resource allocation, establishing review processes, and coordinating with supply chain and operations

What We're Looking For

• Bachelor's degree in Engineering, Computer Science, or related technical field, or equivalent practical experience
• 5+ years of experience managing silicon, ASIC, IP, or photonics development programs, with proven ownership of semiconductor product lifecycles from concept through release
• Experience managing complex semiconductor programs involving external IP vendors, qualification providers, or test houses, ideally within chiplet, multi-die, or advanced packaging environments
• Strong ability to translate product requirements into executable technical plans and drive execution through defined milestones, metrics, schedules, risks, and dependencies
• Proven experience leading cross-functional engineering teams and collaborating with Product Management, suppliers, manufacturing partners, and external stakeholders
• Hands-on experience with ASIC/silicon development flows, chiplet/multi-die integration, qualification processes, PLM systems, risk management, change control, supplier coordination, and program tracking tools
• Strong communication, problem-solving, and stakeholder management skills with ability to work independently and within multidisciplinary teams
• Results-oriented, proactive, and self-motivated with strong analytical, creative, and critical thinking skills
• Fluency in English is required; German language skills are a plus
• Program Management certification is considered a plus
• Knowledge of semiconductor industry trends, chiplet architectures, and advanced packaging ecosystems is beneficial
