Responsibilities

We are representing a prestigious French engineering institution seeking a Head of Finance Division. In this role, you will:

• Ensure compliance with budgetary, accounting, and legal regulations while overseeing the execution of the institution's budget
• Define and communicate financial management rules to all relevant stakeholders across the organization
• Lead and manage the finance team, providing strategic direction for the division
• Oversee public accounting procedures and internal controls
• Conduct financial analysis and reporting to support institutional decision-making
• Coordinate with various departments to ensure financial processes align with operational needs

What We're Looking For

Our client requires a candidate with:

• Minimum 5 years of significant experience in a similar institution, research center, or scientific establishment
• Strong expertise in public accounting (GBCP) and public procurement regulations
• Proven team management and leadership capabilities
• Solid skills in financial control and management analysis
• Mastery of budgetary and accounting regulations in the French public sector

Highly valued qualifications include:

• Familiarity with SIREPA/PEP financial management tools
• Knowledge of quality processes and internal control frameworks
• Experience negotiating within constrained regulatory environments
• Background in drafting public contracts or assembling public funding applications (PIA, recovery plans, etc.)
• Strong analytical mindset, collaborative approach, and rigorous attention to deadlines and guidelines
