Lead Cost Manager (Cost Control)

Turner & Townsend is recruiting a Lead Cost Manager (Cost Control) for a full-time position based in Abu Dhabi, United Arab Emirates. As a cost control leader, you'll drive financial discipline across complex projects, ensuring budgets remain tight and stakeholder expectations are consistently met throughout delivery.

In this Lead Cost Manager position, you'll take ownership of cost control frameworks that protect project finances and deliver genuine value. Working within Turner & Townsand's consulting team in Abu Dhabi, you'll combine financial rigour with strategic insight, guiding decision-making at every critical stage of the project lifecycle. Your expertise will shape how organisations approach cost discipline, risk management, and financial accountability on major undertakings.

Core Duties

• Oversee project budgets and cost forecasts, identifying risks and opportunities early in the planning process
• Lead cost control processes, establishing systems, standards, and discipline across project teams
• Conduct detailed cost analysis and value engineering to optimise project expenditure
• Manage change requests and scope variations, quantifying financial impact and advising stakeholders
• Prepare comprehensive cost reports, forecasts, and narratives for senior management and clients
• Mentor and develop junior cost professionals, fostering a cost-conscious culture across the organisation

Skills & Qualifications

• Proven track record in cost management, quantity surveying, or related financial control roles
• Strong financial acumen and proficiency with cost control software, modelling tools, and spreadsheets
• Excellent communication and presentation skills—able to explain complex financial concepts to non-technical audiences
• Leadership experience with the ability to guide, influence, and motivate cross-functional teams
• Knowledge of construction, engineering, infrastructure, or real estate project delivery
• RICS qualification, PQS accreditation, or equivalent professional recognition valued highly
• Prior experience in the Middle East or similar growth markets a distinct advantage
