HR Advisor

Hays Specialist Recruitment Limited is recruiting a Full Time HR Advisor for a public sector organisation based in Carlisle, Cumbria. This role offers the opportunity to lead strategic human resources initiatives, with a particular focus on Working Time Directive compliance and organisational development.

Position Summary

We are partnering with an established public sector employer to recruit an experienced HR Advisor. This position has been created to drive forward critical workforce compliance initiatives while delivering expert human resources support throughout the organisation. You will be instrumental in implementing Working Time Directive policies and procedures, ensuring the organisation meets all regulatory obligations whilst supporting effective workforce management.

What You'll Do

• Lead the implementation and management of Working Time Directive compliance programmes across the organisation
• Provide specialist HR advice and guidance to managers and staff on employment law, policy interpretation, and best practice
• Develop and communicate HR policies, procedures, and guidance documentation
• Support managers in resolving complex HR matters and workforce-related challenges
• Monitor and review compliance metrics to ensure adherence to Working Time Directive requirements
• Contribute to strategic HR projects and continuous organisational improvement initiatives
• Maintain accurate HR records and documentation in line with data protection regulations

Skills & Qualifications

• Proven experience working in an HR advisory or similar specialist HR role
• Strong knowledge of employment law, particularly Working Time Directive regulations
• Excellent communication and stakeholder management abilities
• Ability to explain complex HR concepts in accessible language to diverse audiences
• Strong organisational and attention to detail
• Proficiency with HR systems and Microsoft Office applications
• A proactive, solutions-focused approach to problem-solving
