About This Opportunity

Our talent team is representing a confidential AI technology organization with a growing global footprint. We are seeking a Director, Global Sourcing & HR Operations to lead high-volume contractor sourcing initiatives while ensuring HR compliance, talent acquisition excellence, and delivery across secure facilities in Spain and internationally. This is a dual-function leadership role requiring someone who can balance rapid execution with governance and compliance while managing both internal teams and external vendor relationships.

Responsibilities

• Lead and develop a combined team of sourcing specialists and HR generalists, setting clear expectations and fostering a high-performance culture
• Partner with senior leadership to shape workforce strategies for global projects and secure facility operations
• Own end-to-end sourcing execution for time-sensitive, high-volume hiring needs aligned with production targets
• Anticipate workforce and sourcing risks and implement decisive corrective action to maintain pipeline momentum
• Ensure HR practices comply with country-specific labor laws, company policies, and contractual obligations across multiple jurisdictions
• Maintain accurate employee and contractor records supporting audits, reviews, and regulatory reporting
• Implement HR policies tailored to secure environments with strict confidentiality and compliance requirements
• Onboard, manage, and hold external sourcing vendors accountable across regions with clear KPIs and performance monitoring
• Continuously evaluate and optimize sourcing channels for speed, scale, quality, and cost efficiency
• Partner with site leads, hiring managers, and HR teams across Canada, Romania, and India to ensure alignment
• Track, analyze, and report on sourcing and HR performance metrics to senior leadership
• Leverage technology and data insights to drive innovation in sourcing pipelines and HR workflows

What We're Looking For

• 12+ years of experience in sourcing, recruiting, or HR operations with demonstrated leadership responsibility
• Proven track record managing high-volume recruiting and sourcing in fast-paced, deadline-driven environments
• Strong experience managing external vendors and ensuring HR compliance across multiple regions
• Demonstrated ability to deliver results under pressure while balancing operational execution and compliance requirements
• Excellent problem-solving, execution, and decision-making capabilities
• Strong stakeholder management and communication skills with ability to influence senior-level leadership
• Experience using CRM/HRIS systems and workforce data to drive strategic business decisions
• BA/BS in Business Administration, Human Resources, or related field
• Experience in crowdsourcing, marketplace, or large-scale workforce models (preferred)
• Strong understanding of international labor laws and secure facility standards (preferred)
• MBA or relevant graduate degree (preferred)
• Experience supporting multiregional workforce operations (preferred)
