Senior Consultant für digitale Verwaltungsprojekte – Migration und Inneres (all genders)

Responsibilities

Our client, a leading consultancy serving the public sector, is seeking a Senior Consultant to advise government agencies on complex digital transformation initiatives within migration and internal affairs. You will work closely with public administration clients on challenging IT and digitalization projects in a politically and socially significant environment.

In this role, you will:

• Provide strategic consulting to public sector clients on IT modernization and digital transformation programs, with particular focus on migration, interior affairs, and internal security topics
• Collaborate with clients to redesign administrative processes and digital services, challenge existing workflows, and prepare structured recommendations for critical decisions
• Analyze complex functional, organizational, and procedural challenges, developing target operating models, action plans, and concrete recommendations
• Design and facilitate workshops, interviews, and stakeholder alignment sessions, bringing together diverse perspectives and guiding clients through decision-making and change processes
• Bridge the gap between administration, functional requirements, and technology by structuring and prioritizing requirements and translating needs into viable digital solutions alongside interdisciplinary teams
• Accompany implementation from concept through production—covering analysis, requirements gathering, design, piloting, testing, and go-live—while maintaining focus on user adoption and sustainable solution integration

What We're Looking For

• Proven experience consulting public sector clients on IT, digitalization, or transformation initiatives, with demonstrated ability to independently manage consulting assignments or functional work packages
• Strong analytical skills with the ability to quickly understand complex subject matter, structure interdependencies, and derive actionable recommendations, target visions, and concepts
• Experience collaborating with external clients and diverse stakeholders, communicating confidently across various levels of client and project organizations
• Passion for not only developing concepts but also bringing them to life through implementation with interdisciplinary teams and seeing their real-world impact
• Ideally, experience with public administration digitalization projects and/or subject matter expertise in migration, interior affairs, or internal security. Familiarity with German e-government frameworks, data protection regulations, or IT service management is a plus
• Completed university degree providing a foundation for this role
• Excellent German language skills (written and spoken) and good English proficiency
