Project Manager – Site & Infrastructure Development

About This Opportunity

We are representing a confidential fusion energy organization in their search for a Project Manager to lead site and infrastructure development across multiple European facilities. This is a rare opportunity to shape the physical delivery of next-generation energy infrastructure from early concept through execution.

In this role, you'll own project delivery across site development portfolios at different stages of maturity—from early feasibility and masterplanning through to active construction and commissioning. You'll work directly with site owners, local planning authorities, and specialist consultants to navigate complex stakeholder landscapes while maintaining delivery timelines for first-of-a-kind industrial facilities.

Responsibilities

• Own end-to-end delivery for assigned site development and infrastructure projects including schedule, budget, risk register, and stakeholder management from definition through completion
• Lead early-stage project structuring by translating feasibility studies and concept briefs into delivery-ready plans with milestones, gates, and resource requirements
• Manage relationships with site owners, local planning authorities, and specialist consultants; navigate regulatory constraints and approval timelines as core project delivery components
• Establish governance structures, delivery plans, and responsibilities for new site development workstreams where frameworks do not yet exist
• Maintain oversight across both developing opportunities and active delivery projects at multiple sites simultaneously
• Identify and manage dependencies between assigned projects and broader organizational programmes; flag interface risks before they affect critical paths
• Feed project schedules and risk inputs into integrated master schedules; work closely with programme schedule managers to ensure accurate baseline representation

What We're Looking For

• Demonstrated experience in project management for site development, industrial facilities, or infrastructure projects—comfortable owning delivery from early concept through execution where scope evolves
• Proven ability to structure ambiguous, early-stage projects: you can take incomplete briefs, identify what needs resolution, and build credible delivery plans
• Experience managing complex external stakeholder relationships including site owners, local authorities, and planning bodies while navigating their constraints
• Ability to hold multiple projects at different maturity levels simultaneously without losing control of any workstream
• Fluent in German and English, both written and spoken
• Comfortable with AI tools and digital working methods in lean, high-autonomy environments
• Background in civil engineering, site development, industrial facilities, or energy infrastructure strongly preferred
• Experience with first-of-kind or early-stage programmes is a significant plus
