About This Opportunity
We are representing a confidential public sector digitalization consultancy seeking a Consultant to join their growing team in Köln. Our client works on transformative digital projects across government agencies at federal, state, and municipal levels throughout Germany. This role offers the flexibility of remote work combined with optional office presence.
As part of their consulting unit, you'll guide public sector organizations through complex digitalization initiatives, from strategic planning through successful implementation and beyond.
Responsibilities
- Lead and shape consulting projects for public sector clients undergoing digital transformation
- Guide government agencies through the implementation of digitalization initiatives
- Support the development of strategies, organizational structures, and processes for authorities at federal, state, and municipal levels
- Collaborate with project teams to gather client requirements and design innovative solution strategies and concepts
- Accompany IT solution implementations from preparation through piloting, testing, and go-live
- Facilitate workshops, information sessions, office hours, and training sessions for diverse users and stakeholders
- Prepare clear documentation including guides, handbooks, and materials for committee participation
- Manage aspects of system introductions including configuration, interfaces, data migration, customizing, and functional/technical testing
- Plan post-launch support structures, hypercare, user feedback processes, and transition to stable operations
- Engage in continuous professional development through training and team knowledge transfer
What We're Looking For
- Completed degree in political science, public administration, administrative informatics, law, business informatics, or another relevant field that qualifies you for this work
- Initial practical experience in consulting or IT project management; experience with public administration is particularly valued
- Strong understanding of project planning and control; familiarity with PM methodologies (ideally PMFlex or willingness to learn quickly)
- Enthusiasm for supporting new IT solutions from preparation through successful go-live
- Excellent communication skills with ability to engage different users and stakeholders through change processes
- Capability to translate complex content into clear, accessible formats for various audiences
- Technical understanding and interest in system implementation topics including configuration, interfaces, data migration, customizing, and testing
- Forward-thinking approach that considers post-launch needs: support, hypercare, user feedback, and operational stability
- Interest in public administration digitalization and how modern IT services are successfully introduced in public organizations
- Knowledge of administrative digitalization frameworks, data protection, or IT service management is beneficial but willingness to learn these topics is more important
- German language proficiency required for this role
