Programmamanager ICT Infrastructuur en Cloud (Freelance kan)

Responsibilities

We are representing a confidential public sector organization in Belgium seeking a senior ICT Programme Manager to lead a multi-project programme starting in the second half of 2026. You will coordinate ICT initiatives across infrastructure, cloud, and application development within a hybrid environment.

• Launch, coordinate, and monitor network projects across desktop and operational technology environments
• Oversee network projects related to remote operations capabilities
• Direct and monitor projects on the MS Dynamics and PowerApps platform
• Coordinate Azure projects, including new application deployments and legacy environment migrations
• Lead migration trajectories to cloud and SaaS solutions
• Monitor budget, scope, timing, milestone achievement, and overall project progress with regular reporting
• Align activities with ICT staff members and external partners involved in various initiatives
• Capture requirements and gather best practices through working groups and stakeholder conversations
• Identify risks, develop mitigation actions, and support issue management
• Ensure clear documentation, efficient processes, and proper application of project and programme management practices
• Contribute to staff selection and procurement of network hardware such as switches and storage

What We're Looking For

• Extensive experience as a programme manager leading programmes encompassing infrastructure projects, development projects, and software projects
• Demonstrable experience with network projects and projects on the MS Dynamics platform
• Familiarity with selection and procurement of network hardware including switches and storage
• Required knowledge of Azure ARC, WSUS, Check Point, and Entra ID
• Senior-level expertise in both project management and programme management
• Ability to apply project management techniques and tools, including risk management and issue management
• Understanding of terminology, organization, roles, and processes within project management methodologies such as PRINCE2 and PMBOK
• Knowledge of programme management methodologies including Agile, Scrum, and MSP
• Proficiency with MS Project and MS Office, particularly PowerPoint and Excel
• ITIL experience is a valuable asset for this role
• Fluent communication in Dutch and ability to collaborate effectively with diverse internal and external stakeholders
