Country Representative – Strategic Campaigns & Policy

About This Opportunity

We are representing a confidential nonprofit organization focused on energy policy and environmental advocacy in the Baltic region. Our talent team is seeking a Country Representative to lead strategic campaigns and policy work in Estonia. This is a remote, full-time 12-month service agreement with strong potential for extension.

In this highly autonomous role, you will own the implementation of our client's Estonia strategy, developing programs, partnerships, and policy initiatives that advance regional priorities. A key focus will be leading work in Ida-Virumaa—strengthening political impact, developing partnerships around regional priorities, and connecting local needs with national policy decisions. You will identify new opportunities, expand stakeholder ecosystems, and shape the broader policy agenda. As the presence grows, you will build a local team.

You will report to senior leadership and collaborate across campaign, operations, and regional teams.

Responsibilities

• Lead implementation of the Estonia country strategy, translating priorities into concrete programs, campaigns, and policy initiatives
• Design, launch, and deliver strategic campaigns and programs, including flagship regional work; oversee implementation, coordinate partners and vendors, manage budgets and timelines
• Build and nurture partnerships across civil society, business, academia, municipalities, and government to strengthen impact and policy influence
• Continuously identify and develop new program, campaign, and partnership opportunities aligned with mission and strategy
• Build relationships with policymakers and public institutions; contribute to policy discussions and advocacy efforts
• Establish and grow local presence by identifying talent, supporting recruitment, and building a high-performing team
• Represent the organization at conferences, public events, stakeholder meetings, and in regional media
• Monitor program impact, gather community insights, and contribute to reports and case studies

What We're Looking For

• 5–8+ years of relevant experience in public affairs, advocacy, strategic partnerships, regional development, program development, community engagement, or ecosystem building
• Demonstrated ability to build trusted partnerships across sectors and work effectively with diverse communities
• Proven track record developing multi-stakeholder partnerships and collaborative ecosystems involving civil society, businesses, public institutions, and local communities
• Strong understanding of Estonia's political, social, and economic landscape; familiarity with Ida-Virumaa and existing regional networks is a strong advantage
• Fluency in Estonian and English required; Russian language skills highly desirable for engaging diverse communities
• Strong project management skills with ability to independently coordinate multiple workstreams
• Excellent interpersonal and public speaking skills with ability to build trust across diverse audiences
• Entrepreneurial mindset with high degree of ownership and initiative; comfortable operating with ambiguity and taking initiatives from opportunity through implementation
• Relevant backgrounds may include: community development and NGOs, public affairs and advocacy, business and industry associations, ecosystem building, regional development, or project management
