HR Manager/in – Aufbau & Recruiting (m/w/d)

Responsibilities

We are representing a confidential manufacturing organization based in Ganderkesee that is building its first dedicated HR function from the ground up. This is not about inheriting structures—it's about creating them.

You will own and establish the complete people operations foundation for a growing team:

• Take full responsibility for payroll preparation, employment contracts, digital personnel files, absence tracking, work certificates, and travel expense management in coordination with external tax advisors
• Lead the entire recruitment process from job profiling through candidate pre-selection and interview scheduling, working closely with leadership to define role requirements and compensation bands
• Build the employer brand and direct recruiting channels—career page, employer review profiles, and active candidate outreach to reduce dependency on external agencies
• Select, implement, and manage an HR system covering time tracking, leave management, and digital recordkeeping
• Develop and document core HR policies and processes including remote work guidelines, onboarding workflows, and contract structures
• Design and own the complete onboarding experience to ensure new hires are fully operational from day one
• Coordinate and document all occupational health and safety requirements including risk assessments, safety briefings, medical examinations, and first aid compliance in collaboration with external specialists
• Provide leadership with key workforce metrics including headcount planning, cost ratios, time-to-hire, and absence rates

What We're Looking For

Our client needs someone who has built HR infrastructure before, not just maintained it. This is the most critical requirement.

• Several years of experience as an HR generalist handling payroll, contracts, recruitment, and employee relations simultaneously
• Proven track record establishing HR from scratch—implementing systems, writing policies, creating scalable processes
• Solid experience with preparatory payroll accounting, working with external payroll providers or tax advisors and validating results rather than rubber-stamping them
• Strong working knowledge of German employment and social insurance law, with the judgment to recognize when specialist legal counsel is required
• Independent recruitment experience from needs analysis through candidate screening, with demonstrated knowledge of effective sourcing channels
• Self-directed work style—you design the path forward rather than waiting for task assignments
• Absolute discretion handling sensitive employee information and senior-level access
• Willingness to use AI tools in daily work (experience building templates, analyses, or workflows with AI is a strong plus)
• Excellent German language skills required; English helpful for international colleagues but not mandatory

Compensation details will be discussed during the screening process based on your experience level and the scope of HR infrastructure you've previously built.
