Senior Technical Program Manager I

About This Opportunity

We are representing a confidential public safety technology organization in their search for a Senior Technical Program Manager I based in Amsterdam, Netherlands (Remote with up to 40% travel within DACH, Benelux, and Nordic regions).

Our client develops mission-critical cloud and on-premise platforms serving government and public safety organizations across Europe. As their Senior Technical Program Manager, you'll lead high-visibility enterprise deployments that directly support critical safety and justice operations. This role requires someone who can navigate complex technical landscapes, manage sensitive government partnerships, and deliver solutions under pressure.

Responsibilities

Program & Project Management

• Manage all aspects of complex enterprise-grade product deployments from scoping through revenue recognition
• Oversee project milestones, resource planning, scope, timeline, and risk management across cross-functional teams
• Ensure project documentation supports customer acceptance and meets stringent government requirements
• Support pre-sales technical scoping and post-sales implementation handoff processes
• Maintain customer confidence during high-pressure situations while removing obstacles through creative problem-solving
• Operate with urgency, accuracy, and detail-orientation while maintaining consistent communication across all stakeholders

Partner & Stakeholder Management

• Own relationships with third-party integrators and clients throughout contract duration
• Work closely with Professional Services, Product Managers, and Engineering teams to align execution with business goals
• Act as liaison between customers and internal teams for change requests, solution feasibility, and roadmap alignment

Process Improvement

• Identify process inefficiencies and propose improvements to increase deployment speed, quality, and customer satisfaction
• Contribute to internal SOPs, implementation playbooks, and best practices documentation

What We're Looking For

Required Qualifications:

• Fluency in both German and English (written and spoken)
• European citizenship required to work with sensitive Government data; willingness to undergo security clearance checks
• 5+ years of experience leading and delivering highly complex technical programs
• Proven track record managing enterprise-level software deployments, infrastructure projects, or large-scale application programs
• Deep expertise delivering complex projects involving cross-functional teams including sales, engineering, and product
• Mastery of program/project management tools and methodologies (PMP, PRINCE2, or SCRUM certification preferred)
• Experience gathering requirements, optimizing workflows, and facilitating change management within teams
• Advanced communication and presentation skills with ability to distill technical concepts for diverse audiences
• Proficiency guiding client and internal teams through ambiguity while driving alignment and execution

Preferred Qualifications:

• Familiarity with software configurations and coding experience (particularly JSON)
• Experience working with government or public sector clients
• Background in cloud and on-premise platform deployments
