Senior People Operations Manager (m/f/d)

About This Opportunity

We are representing a well-funded healthcare technology company in Berlin that is building their People Operations function from the ground up. This is a rare opportunity to join as the first dedicated People Ops hire and design the entire employee experience for a fast-scaling organization.

Our client operates in the digital health space, serving thousands of facilities across multiple markets. Backed by significant Series A funding, they are at an exciting inflection point where the right systems and processes will define how they scale from here.

This role reports directly to leadership and comes with genuine autonomy to build, automate, and modernize the full People Operations function.

Responsibilities

• Own the complete employee lifecycle from onboarding through offboarding, with the mandate to redesign processes rather than simply maintain them
• Serve as the trusted point of contact for sensitive people topics requiring judgment and discretion
• Build and implement modern, automation-first People Ops processes that scale efficiently
• Design and deploy self-service systems and AI-driven workflows to eliminate repetitive administrative tasks
• Establish a reliable single source of truth for employee data with automated workflows for documents, deadlines, and compliance checks
• Architect global payroll operations and make strategic entity versus EOR decisions across multiple markets
• Ensure compliance with local employment law in every operating market, maintaining audit-ready documentation
• Prepare German payroll, manage statutory deadlines, and handle employment law matters at a detailed operational level

What We're Looking For

• Several years of hands-on People Operations ownership in fast-growing technology companies, with direct experience scaling through multiple headcount milestones
• Deep expertise in German payroll preparation, employment contracts, statutory compliance, and audit requirements
• Proven experience managing multi-country People Operations including entity setup, EOR arrangements, global payroll, and local employment law
• Track record of at least one successful market entry; US experience is a strong advantage
• Demonstrated ability to build automations and leverage AI tools to eliminate manual processes
• Builder mentality with experience insourcing, migrating, or rebuilding HR functions from scratch
• Comfort with ambiguity and preference for ownership over clearly defined job descriptions
• Fluent German (C1+) and English
