Preconstruction Zoning / Due Diligence Manager – EV Construction Management

About This Opportunity

We are representing a confidential client in the electric vehicle infrastructure sector who is rapidly expanding their network of service centers across the United States. They need an experienced Preconstruction Zoning and Due Diligence Manager to lead the critical early-stage work of site selection, feasibility analysis, and regulatory approval for multiple concurrent locations.

This is a strategic role requiring someone who can navigate complex municipal processes, manage multiple projects simultaneously, and build scalable systems for a growing development program. You'll be the primary interface with city agencies and the internal champion ensuring every site is positioned for successful development.

Responsibilities

• Lead comprehensive preconstruction assessments including zoning analysis, land use review, title and survey evaluation, environmental studies, and geotechnical investigations
• Interpret local codes and ordinances, develop entitlement strategies, and secure necessary approvals, variances, and permits
• Serve as primary liaison with city planning, zoning, and building departments; represent the organization in meetings and public hearings
• Oversee multiple active projects simultaneously, managing schedules, budgets, and deliverables under tight deadlines
• Collaborate with Real Estate, Design, Construction, and Operations teams to ensure site plans meet operational and infrastructure requirements
• Identify permitting risks and opportunities early, developing creative solutions for site access, traffic flow, and regulatory constraints
• Evaluate site circulation including traffic patterns, turning movements, and ingress/egress feasibility
• Create and maintain standardized processes, checklists, and reporting tools for zoning and due diligence activities
• Manage third-party consultants, legal teams, and technical experts to ensure timely delivery of due diligence materials
• Provide recommendations to leadership on site viability and contribute to long-term expansion planning
• Communicate site-specific risks early in the process with proposed mitigation strategies

What We're Looking For

• Bachelor's degree in Urban Planning, Real Estate Development, Construction Management, or related field
• 8+ years of experience in zoning, entitlements, and due diligence for commercial, industrial, or infrastructure projects
• Proven track record managing large-scale, multi-site development programs in fast-paced environments
• Deep expertise interpreting and applying municipal codes, land use regulations, and permitting processes
• Experience developing scalable systems and standards for real estate development programs
• Strong leadership and stakeholder management skills with demonstrated ability to influence cross-functional teams and external agencies
• Ability to manage competing priorities and deliver results under tight deadlines
• Experience with EV infrastructure, electrical systems, and service facility planning strongly preferred
• Excellent written and verbal communication skills, including executive-level reporting and presentations
• Willingness to adapt to changing on-site presence requirements based on project needs

Pay

The client has indicated a salary range of $130,000 - $160,000 for this position. Final compensation will be determined based on your experience, skills, qualifications, and internal equity. Benefits and bonus eligibility may also be available.
