About This Opportunity
Our talent team is representing a confidential international humanitarian organization in their search for a Head of HR Programmes. This is a UK-based remote position requiring occasional international travel to support field operations across multiple countries.
You will serve as the senior strategic HR partner to programme leadership, advising on workforce management, employee relations, safeguarding, and organizational capability across complex operating environments. This role provides critical support to leaders managing teams in fragile and resource-constrained contexts, ensuring people decisions are proportionate, timely, and aligned with organizational values and legal obligations.
Responsibilities
- Act as senior HR partner to programme leadership on workforce planning, employee relations, leadership development, and organizational capability matters across multiple jurisdictions
- Support programme leaders in designing employment and contracting arrangements proportionate to programme duration, funding terms, and operational needs
- Provide expert HR advice on complex people, safeguarding, and duty of care matters in high-risk, resource-constrained environments
- Maintain oversight of significant people and safeguarding issues across programmes, ensuring consistency, proportionality, and appropriate escalation
- Interpret and apply global HR policies within diverse local and legal contexts, balancing compliance with operational effectiveness
- Support delivery of HR assurance programmes through reviews of workforce practices, employee relations, safeguarding, and duty of care arrangements
- Strengthen people management capability across programmes through coaching, mentoring, and training on complex workforce and employee relations matters
- Manage and develop the regional HR network, ensuring consistent support and early intervention on emerging issues
- Serve as primary interface between programme teams and HR Operations, ensuring operational realities inform continuous improvement of policies and systems
- Ensure significant people and safeguarding considerations are appropriately communicated to executive and board stakeholders
What We're Looking For
Essential:
- Significant leadership experience in international, multi-jurisdictional, or complex operating environments
- Demonstrable experience managing remote teams effectively across multiple countries or regions
- Experience providing senior-level advice to non-HR leadership and operating autonomously in ambiguous or fast-moving situations
- Deep expertise in employee relations, safeguarding, and managing complex people issues in international contexts
- Strong understanding of UK employment law and law across multiple jurisdictions
- Advanced professional judgment in ambiguous, high-risk environments with ability to translate complex risk into clear, decision-focused advice
- Strong understanding of embedding safeguarding assurance frameworks
- High credibility and gravitas with senior operational leaders; ability to influence without authority
- Calm, measured, and values-led approach under pressure with strong ethical judgment
- Ability to calibrate HR responses appropriately, distinguishing between complex cases and matters requiring pragmatic resolution
Desirable:
- Experience working within a not-for-profit or global matrix organization
- International employment law knowledge across multiple jurisdictions

Pay
