Systems Analyst

About This Opportunity

We are representing a confidential federal contractor in their search for a Systems Analyst to support critical government systems development. Our talent team is working with a client who delivers mission-critical technology solutions for federal agencies. This is a remote position within the United States.

The successful candidate must be a U.S. Citizen and will be subject to a federal background investigation to obtain a position of public trust clearance.

Responsibilities

You will collaborate with business sponsors and stakeholders to define and document system requirements for complex government software systems. Your work will bridge technical and non-technical audiences throughout the software development lifecycle.

• Perform analysis to support project scope and objectives definition
• Facilitate stakeholder meetings to organize work and establish priorities
• Analyze system processes for new and revised business applications
• Elicit functional requirements from product owners and business sponsors through interviews and documentation
• Document requirements including Concept of Operations, Business Case, and Alternatives Analysis deliverables
• Collect and document preliminary data requirements
• Generate mockups of proposed solutions and refine requirements based on stakeholder feedback
• Interface with Enterprise Architecture representatives to ensure compliance with technical guidelines
• Assist in designing technical specifications for complex, integrated government systems
• Perform research, systems analysis, concept development, and systems design
• Review and analyze programming systems, underlying code, and data structures
• Document architecture decisions as part of SDLC deliverables
• Champion implementation of SOA architecture, enterprise patterns, and governance processes
• Conduct market analysis of government and commercial systems to identify costs, benefits, and risks
• Make recommendations based on collected data and market trends
• Assist with development testing activities

What We're Looking For

Education and Experience:

• Bachelor's Degree in Computer Science, Information Technology, or related field preferred
• Minimum 5 years of experience in software/hardware development efforts
• Candidates without degrees will be considered with a minimum of 9 years of relevant experience

Required Skills:

• Strong technical writing skills with ability to concisely describe business and functional requirements
• Problem-solving and decision-making capabilities
• Ability to create system process deliverables including concept of operations, business case, and alternatives analysis documentation
• Proficiency with requirements management software, diagramming tools, and documentation platforms (Visio, Word, Excel, PowerPoint, Azure, Jira)
• Ability to produce high-quality business requirements documentation (BRS, workflow diagrams, context diagrams, use cases, user stories)
• Solid understanding of user interfaces and common GUI approaches
• Ability to present requirements findings and mockups to sponsors and end users
• Understanding of formulas used in financial calculations and ability to describe relevant workflows
• Working knowledge of database systems (SQL Server and Oracle)
• Experience with Service Oriented Architecture (SOA) management tools including COTS, Open Source, and SaaS solutions
• Understanding of how requirements are managed within a SOA framework
• Solid understanding of scalable deployment options (on-premises, cloud, hosted) for custom and COTS applications

Desired Skills:

• Experience working with business sponsors, product owners, government project managers, development teams, and end users
• Familiarity with requirements management frameworks and IT processes (IEEE, ITIL, Scrum, Agile, Kanban)
• Experience with SOA concepts and governance models
• Market research capabilities
• Experience with GIS technology and methodology
• Familiarity with data modeling concepts and Agile development methodologies
• Systems design skills including UML diagrams, mockups, context diagrams, ERDs, and object models
• Familiarity with Enterprise Architecture Frameworks (TOGAF, FEA/DoDAF, Zachman)
• Prior government experience as a federal employee or contractor highly desired
• Understanding of Federal security families and controls (NIST 800-53, FIPS 199)
• Prior experience as a web-based software developer
