About This Opportunity

Our talent team is representing a confidential policy research and consulting organization with offices across multiple continents. They are seeking a Senior Consultant to join their education and higher education policy practice in Berlin. This role offers the opportunity to contribute to evidence-based policy development for public sector clients at regional, national, and European levels.

You will work on evaluations, strategic development, and implementation of policy instruments focused on higher education, research transfer, innovation partnerships, internationalization, digitalization, and entrepreneurial skills development. The organization serves exclusively public institutions, ministries, European Commission directorates, and foundations.

Responsibilities

• Provide science-based policy consulting with focus on analysis, evaluation, monitoring, strategy development, and policy implementation
• Produce stakeholder-appropriate reports and presentations based on independent conceptual and empirical work including data analysis, surveys, interviews, and focus groups
• Manage or lead projects, including team leadership and client communication
• Develop proposals and acquire new projects for existing and new client groups
• Build networks with cooperation partners and relevant stakeholders in the policy ecosystem
• Collaborate closely with colleagues and project partners on client deliverables

What We're Looking For

• Minimum four years of relevant professional experience in policy consulting and/or evaluation
• Proven project leadership experience in a consulting or applied research environment
• Experience acquiring consulting and contract research projects for public sector organizations
• Completed degree in a relevant field with strong empirical research methods background
• Team-oriented communicator with independent, analytical, and reliable working style
• Willingness to travel occasionally, including internationally
• Excellent German and English language skills; additional languages advantageous
• Proficiency with Microsoft Office; experience with quantitative and qualitative analysis tools (R, Stata, Python, Atlas.TI, or similar) preferred
• Background in adjacent fields such as research and innovation policy or regional development also welcome
