We are representing a confidential healthtech organization seeking an EU Public Affairs Senior Consultant based in Paris. This position offers the opportunity to shape European engagement strategy in digital health policy.
In this role, you will monitor and analyze EU regulatory developments impacting digital health, working closely with the EU Public Affairs Lead to track policy changes and coordinate stakeholder engagement. The position covers a dynamic regulatory landscape including AI, health data, cybersecurity, cloud infrastructure, and digital sovereignty. You will have direct exposure to the complete public affairs cycle, from monitoring through stakeholder engagement. Regular travel to Brussels and Strasbourg is required.
Your core responsibilities include:
- Monitor EU legislative and regulatory developments across key policy areas (AI Act, EHDS, GDPR, NIS2, Data Act, cybersecurity and digital sovereignty) and produce timely, actionable analysis for internal stakeholders
- Support preparation of policy positions, consultation responses, and contributions to EU institutions and professional associations
- Organize and follow up on meetings with EU institutions, Permanent Representations, and European stakeholders, ensuring proper documentation and follow-through
- Collaborate with Legal, Risk, Technology, and Product teams to foster alignment on EU regulatory topics and translate complex issues into clear, actionable insights
- Contribute to engagement with European federations and industry associations, strengthening visibility at the European level
- Coordinate with Public Affairs colleagues in Germany and Italy on cross-border regulatory priorities and shared engagement strategies
What We're Looking For
Essential qualifications:
- 4 to 5 years of experience in European public affairs, EU policy, European law, international relations, or a related field
- Previous experience in Brussels or Strasbourg within an EU institution, Permanent Representation, professional federation, consultancy, or interest representation organization
- Solid understanding of EU institutions and EU legislative and decision-making processes, with comfort navigating complex multi-stakeholder environments
- Strong analytical, synthesis, and drafting skills, with hands-on experience preparing position papers, consultation responses, or institutional meeting reports
- Fluency in both French and English (written and spoken, C1 level or above), with ability to produce clear and concise content for varied audiences
Preferred qualifications:
- Knowledge of European digital and health legislation, such as the AI Act, EHDS, GDPR, NIS2, the Data Act, MDR/IVDR, or European cybersecurity legislation
- Experience in healthcare, digital, technology, or another regulated sector, or understanding of how European federations and professional associations operate
- Academic qualification or experience in EU Law
- Additional European language skills, particularly German
