About This Opportunity

We are representing a confidential federal energy financing organization in their search for an Independent Engineering Program Manager. This is a remote 1099 contract role supporting large-scale energy infrastructure projects across the United States, with occasional on-site meetings expected in Washington, DC and at project sites nationwide.

Our client provides debt financing for high-impact energy infrastructure projects and requires independent engineering advisory services to support technical due diligence, credit evaluation, construction monitoring, and lifecycle oversight of financed projects. You will serve as the primary program governance lead for multidisciplinary independent engineering engagements.

Responsibilities

As the Independent Engineering Program Manager, you will:

  • Manage overall independent engineering engagement governance, task order execution, and deliverable accountability across technical due diligence, construction monitoring, and operational performance workstreams
  • Serve as the primary interface with the client's contracting officer representative (COR), coordinating scope, staffing, schedule, quality assurance, and issue resolution
  • Lead multidisciplinary teams of engineering, construction, operations, environmental, and project controls specialists to deliver bankable, technically defensible advisory outputs
  • Review complex project documentation including data rooms, EPC contracts, technical specifications, and financial models to evaluate risks and validate assumptions
  • Prepare independent engineer reports, task order plans, deliverable registers, performance dashboards, and executive briefings for federal lending decision-makers
  • Coordinate conditions precedent validation, disbursement readiness reviews, draw package verification, and completion certification activities
  • Participate in borrower and contractor interviews, site observations, monthly monitoring meetings, and risk register updates
  • Translate technical and commercial findings into actionable risk, compliance, and financing implications suitable for credit committees and government stakeholders
  • Support projects across the energy value chain including upstream oil and gas, midstream infrastructure, downstream processing, power generation, transmission, and energy storage

What We're Looking For

Required Qualifications:

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical discipline
  • 15+ years of progressive experience in energy infrastructure, engineering advisory, project finance, program management, or independent engineering roles
  • 5+ years leading multidisciplinary teams, managing client delivery, and engaging senior stakeholders for federal, lender, or owner-side programs
  • Deep expertise in independent engineering review, technical due diligence, risk assessment, and program governance for large-scale energy projects
  • Proven experience managing task orders, quality assurance, stakeholder coordination, and deliverable production for financing or credit decision support
  • Advanced proficiency with Microsoft Excel, PowerPoint, Word, and data analysis tools; experience with technical documentation standards
  • Strong technical judgment, analytical rigor, attention to detail, and ability to produce defensible documentation suitable for lender review
  • Excellent written and verbal communication skills with ability to present complex technical findings to non-technical audiences
  • Ability to work remotely while maintaining rigorous schedule discipline and responsiveness to federal client requirements
  • Must pass standard background check; security clearance may be required

Preferred Credentials:

  • Professional Engineer (PE) license
  • Project Management Professional (PMP) certification
  • Industry certifications such as CSP, API, NACE/AMPP, or PMI
  • Experience with DOE Loan Programs Office processes, federal energy financing programs, or multilateral development bank technical reviews
  • Familiarity with construction monitoring, EPC oversight, operations assessment, and long-term debt-service viability analysis
