About This Opportunity
We are representing a confidential public-sector research and consulting organization with a strong presence across Europe. Our client's Education and Skills team is seeking an experienced consultant to support evidence-based policy advisory work in higher education and skills development. This role focuses on evaluating policy instruments, analyzing transfer and innovation partnerships, and advising public institutions on research, teaching, and digitalization initiatives.
Candidates will work on projects for federal and state ministries, European Commission directorates, academic exchange services, and foundations. You will lead evaluations, conduct empirical research, and develop strategic recommendations that shape education and research policy.
Responsibilities
- Provide evidence-based advisory services to public institutions through analysis, evaluation, monitoring, and strategy development
- Lead evaluation projects examining funding programs in areas such as science-practice collaboration, internationalization, digitalization, and entrepreneurial skills development
- Conduct independent conceptual and empirical work including data analysis, surveys, interviews, and focus groups
- Prepare reports and presentations tailored to diverse stakeholder audiences
- Manage or lead project teams, maintaining client relationships and ensuring deliverable quality
- Acquire new projects by developing proposals for existing and prospective clients
- Build networks with cooperation partners and relevant stakeholders in the education and research policy landscape
What We're Looking For
- Minimum four years of relevant professional experience in policy advisory and/or evaluation work
- Demonstrated experience leading projects in this field
- Track record in acquiring consulting and commissioned research projects for public-sector organizations
- Completed degree in a relevant discipline with solid empirical research methods expertise
- Strong team and communication skills, independence, and an analytical, reliable working style
- Willingness to undertake occasional domestic and international travel
- Excellent German and English language skills; additional languages advantageous
- Proficiency with Microsoft Office; experience with quantitative and qualitative analysis software (R, Stata, Python, Atlas.TI or similar) is a plus
- Background in related policy fields such as research and innovation or regional development is welcome
