About This Opportunity
We are representing a confidential healthcare analytics organization in their search for a Senior Technical Writer to lead federal proposal development. This role focuses on crafting winning responses to RFPs, RFIs, Task Order Proposal Requests, and related government solicitations in the public health and health IT space.
Our talent team is looking for someone who can transform complex technical concepts into persuasive, compliant narratives that resonate with federal evaluators while meeting strict FAR guidelines and tight deadlines.
Responsibilities
- Lead development of compliant, competitive proposal content for federal opportunities in public health, medical research, and health IT domains
- Translate technical language into persuasive narratives while maintaining Federal Acquisition Regulation (FAR) compliance
- Collaborate with subject matter experts, program managers, and stakeholders to articulate technical methodologies clearly
- Structure detailed examples, develop capability matrices, past performance templates, call-out boxes, and workflow illustrations
- Deconstruct Section L and Section M requirements to build comprehensive compliance matrices ensuring every solicitation requirement is addressed
- Write all proposal sections including executive summaries, technical approaches, management approaches, staffing plans, quality plans, and past performance volumes
- Manage color team reviews, comment adjudication, version control, and quality assurance processes
- Support capture activities, oral presentations, and recompete efforts
What We're Looking For
- Demonstrated experience writing winning government proposals with proven success
- Real-time awareness of industry-standard proposal development trends and evolving government review requirements
- Experience with proposal development practices including color team reviews, capture support, and recompetes
- Experience supporting government agency, public-sector, or government contractor/subcontractor proposal efforts
- Highly desirable: experience developing proposals for federal healthcare opportunities at DoD, DHA, HHS, CDC, VA, or similar agencies in clinical research, public health, or health IT environments
- Exceptional writing, editing, organization, deadline management, and collaboration skills
- Proficiency with Microsoft Word, PowerPoint, Excel, SharePoint/Teams, Adobe Acrobat, and document collaboration/version-control workflows
- Ability to handle sensitive, proposal-confidential information appropriately
- Effectiveness working in remote, fast-moving proposal environments
