Consultant Public Sector (all genders)

Responsibilities

We are representing a confidential public sector consultancy seeking a Consultant to shape digital transformation initiatives across government organizations. In this role, you will:

• Lead and contribute to consulting projects focused on public sector IT modernization and digitalization initiatives
• Guide clients through implementation of digital transformation programs, including administrative service delivery improvements
• Support strategy development, organizational design, and process optimization for government agencies at federal, state, and local levels
• Collaborate with project teams to gather client requirements and develop innovative solution strategies and concepts
• Accompany the introduction of new IT solutions from preparation through piloting, testing, and successful go-live
• Facilitate change management through workshops, information sessions, office hours, and training programs
• Develop clear documentation including guides, handbooks, and materials for stakeholder engagement
• Support post-implementation activities including user support, hypercare, feedback collection, and transition to stable operations
• Engage in continuous professional development through training and team knowledge transfer

What We're Looking For

Our client seeks candidates with:

• Completed degree in political science, public administration, administrative informatics, law, business informatics, or another relevant background
• Initial practical experience in consulting or IT project management; prior exposure to public administration is particularly valued
• Strong understanding of project planning and management; familiarity with PMFlex is ideal or willingness to learn quickly
• Excellent communication skills and ability to engage diverse users and stakeholders during change initiatives
• Capability to translate complex content into accessible formats for various audiences
• Technical understanding and interest in system implementation topics including configuration, interfaces, data migration, customizing, and functional/technical testing
• Forward-thinking approach that considers post-launch requirements and sustainable operations
• Genuine interest in public sector digitalization and successful IT service implementation in government organizations
• Knowledge of digital government frameworks, data protection, or IT service management is advantageous, but enthusiasm to learn is most important
• Professional proficiency in German is required for this role

This is a full-time or part-time position based in Hamburg with flexible remote work options throughout Germany. The role is offered on a 24-month fixed-term contract, providing an excellent opportunity to gain valuable experience in public sector digital transformation.
