Content Strategist

City of Philadelphia seeks a skilled Content Strategist to join our Office of Innovation & Technology in Philadelphia, PA. In this full-time role, you'll shape how our city communicates with residents and businesses through thoughtful, inclusive content strategy.

What This Role Involves

As Content Strategist, you'll develop and implement comprehensive content plans that drive engagement across City of Philadelphia digital platforms and communications. You'll partner with departments across municipal government to ensure consistent, accessible, and user-centered messaging. This is a strategic position that bridges policy, technology, and public communication—ideal for someone who understands how clear content builds trust and improves government services.

Responsibilities

• Create content strategies and editorial calendars for City of Philadelphia web properties, social media channels, and public-facing communications
• Develop messaging frameworks and content guidelines that reflect the city's voice and serve diverse Philadelphia residents
• Audit existing content across city departments and recommend improvements for clarity, accessibility, and SEO
• Collaborate with program leads, communications teams, and technology staff to align content with organizational goals
• Monitor content performance metrics and adjust strategies based on audience engagement and user feedback
• Support the Office of Innovation & Technology in communicating digital transformation initiatives and civic tech initiatives to the public

What We're Looking For

• 3+ years of content strategy, digital communications, or related experience
• Demonstrated ability to develop content strategies that engage diverse audiences
• Strong writing and editing skills with an eye for clarity and accessibility
• Familiarity with content management systems, analytics tools, and SEO best practices
• Experience working in government, nonprofit, or public-serving organizations strongly preferred
• Ability to work collaboratively across teams and manage competing priorities
