About This Opportunity

We are representing a high-growth fintech platform expanding across EMEA and the Middle East. Our client is building the next generation of global payments infrastructure, and we're seeking a Senior Manager, Strategy & Operations to partner directly with executive leadership on market expansion.

This is a high-impact role based in London where you'll own end-to-end country launches—from market entry strategy through licensing, product readiness, and operational go-live. You'll work at the intersection of strategy, product, legal, and operations to establish our client as a trusted financial platform in new markets.

Responsibilities

• Lead country expansion strategy across EMEA and the Middle East—sizing opportunities, selecting markets, and defining what it takes to win in each region
• Design market entry models including licensing paths, entity structures, and commercial frameworks that translate regulatory requirements into actionable operating models
• Partner with Product and Engineering to shape roadmaps based on regulatory and licensing requirements, ensuring products are built to launch and scale locally
• Build the operating system for market launches using AI-assisted tools for license mapping, competitor analysis, expansion dashboards, and reporting to systematize and automate the expansion process
• Own cross-functional governance including go/no-go decisions, launch readiness assessments, and risk mitigation plans across product, operational, regulatory, and commercial dimensions
• Take on priority strategic initiatives beyond core launches, such as strategic reviews, restructuring projects, crisis response, or cross-market structuring exercises

What We're Looking For

Required qualifications:

• 5–8 years in top-tier strategy consulting, regulatory/financial services law, or fintech/payments strategy and expansion roles with exposure to market-entry or licensing projects
• Proven track record owning complex, multi-stakeholder programs end-to-end, not just contributing to workstreams
• Strong program management discipline: structuring multi-workstream initiatives, running governance cadences, managing cross-functional dependencies, and driving timely decisions
• Experience working with regulatory and licensing topics in financial services (payments, e-money, banking, card issuing) and comfort engaging with legal, risk, and compliance teams
• Demonstrated use of AI tools for regulatory research, license mapping, competitive analysis, documentation, or workflow automation, with good judgment on verification
• Exceptional stakeholder management and communication skills, including the ability to simplify complexity for senior leaders and create clear executive materials
• High ownership mindset, comfort with ambiguity, and willingness to work hands-on in a fast-paced environment

Preferred qualifications:

• Direct experience driving new market launches or license applications in EMEA or the Middle East for a fintech, payments provider, or financial institution
• Background combining strategic problem-solving and execution (e.g., consulting plus in-house operating role, or legal/regulatory plus commercial/product experience)
• Familiarity with cross-functional expansion and product launch processes across Product, Engineering, Legal, Compliance, Risk, and Operations
• Experience in a CEO Office, strategy & operations, or central team running company-level initiatives
• Comfort building lightweight AI tooling to standardize launch processes and automate status, risk tracking, and dependency management
