Senior Cost Manager / Quantity Surveyor – Data Center Construction (Heavy Civil)

Turner & Townsend is hiring a Senior Cost Manager / Quantity Surveyor to lead cost control and contract administration on major data center construction projects in Los Angeles, Los Angeles County. In this full-time role, you'll partner closely with clients and project teams to maintain rigorous cost oversight across heavy civil and site development work.

About the Role

As a Senior Cost Manager and Quantity Surveyor, you'll be the primary point of contact for clients on large-scale data center construction initiatives. Your mission is to ensure strategic cost control, risk management, and commercial oversight throughout project delivery. This position demands deep expertise in construction estimating, contract management, and financial analysis—with a specific focus on the unique challenges of heavy civil work and site preparation for data center facilities.

Responsibilities

• Serve as the lead cost management liaison between Turner & Townsend and clients on data center projects
• Develop and maintain accurate project budgets, forecasts, and cost reports
• Conduct detailed quantity surveying and cost analysis for heavy civil and site development scopes
• Manage contract administration, change orders, and claims management
• Identify cost risks and opportunities; recommend value engineering solutions
• Monitor project expenditures against budgets and provide regular financial updates to stakeholders
• Collaborate with project managers, engineers, and subcontractors on cost control initiatives

What We're Looking For

• Extensive cost management or quantity surveying experience in heavy civil or data center construction
• Proven track record managing costs on large, complex construction projects
• Strong knowledge of construction estimating, contract administration, and change management
• Proficiency with cost and project control software
• Excellent analytical, communication, and client management skills
• Bachelor's degree in construction management, civil engineering, or related field, or equivalent professional experience
• AACE or similar professional certification preferred
