GRC Program Manager, US Government Compliance

OpenAI is seeking a full-time GRC Program Manager to join our team in Washington, D.C. In this role, you'll design and implement governance, risk, and compliance solutions that meet the rigorous standards of our mission-critical customers and federal security requirements.

The GRC Program Manager position sits at the intersection of security, engineering, and mission outcomes. You'll develop creative, pragmatic compliance solutions for complex and often ambiguous government security requirements. Your work directly supports OpenAI's ability to deliver trustworthy, secure technology to government and defense customers operating under the most stringent compliance demands.

What You'll Do

• Design and manage governance, risk, and compliance programs aligned with federal security and regulatory frameworks
• Partner with engineering, product, and leadership teams to translate compliance requirements into actionable security controls and organizational processes
• Assess risk posture across critical business functions, develop mitigation strategies, and maintain compliance artifacts audit-ready for government evaluations
• Engage directly with customers to understand their most demanding security and compliance needs, then architect solutions to satisfy them
• Document governance policies and control procedures that bridge customer requirements with OpenAI's technical capabilities
• Monitor evolving regulatory landscapes and threat intelligence to ensure compliance programs remain effective and current

What We're Looking For

• Proven experience managing governance, risk, and compliance programs in government, defense, or highly regulated industries
• Deep familiarity with federal security frameworks and compliance standards
• Strong project management and cross-functional coordination skills—you influence technical and non-technical stakeholders equally
• Ability to synthesize complex, ambiguous requirements into clear, executable compliance strategies
• Excellent written and verbal communication for explaining security concepts to executives, engineers, and government stakeholders
• Attention to detail and comfort working in a mission-driven environment that moves quickly
