The City of Philadelphia is hiring a Deputy City Solicitor or Senior Attorney for the Right-of-Way & Utilities Division in Philadelphia, Pennsylvania. This is a full-time position providing legal counsel and regulatory expertise to support the City's municipal operations, departmental leadership, and legislative body on complex transactional and compliance matters.
About the Role
As a Deputy City Solicitor or Senior Attorney in the Right-of-Way & Utilities Division, you will be a key legal advisor within Philadelphia's Office of the City Solicitor. You'll work directly with City departments, commissioners, directors, and members of City Council to navigate regulatory requirements, draft and review legal documents, and ensure the City's operations align with state and local law. This role focuses on matters involving right-of-way management, utilities coordination, easements, permits, and related infrastructure concerns that affect the City's public assets and services.
What You'll Do
- Provide legal counsel to City departments and municipal leadership on transactional matters, regulatory compliance, and risk management
- Draft, review, and negotiate contracts, easement agreements, permits, and other legal documents related to right-of-way and utilities issues
- Research and advise on municipal ordinances, state statutes, and applicable regulations affecting City operations
- Support litigation and administrative proceedings when necessary
- Collaborate with multiple City divisions to resolve legal issues and advance municipal projects
- Stay current on regulatory changes and emerging legal issues in municipal law and infrastructure management

- Licensed attorney in good standing in Pennsylvania
- Demonstrated experience in municipal law, regulatory law, or government legal counsel work
