About This Opportunity

We are representing a confidential fintech client in their search for an Assurance Manager to establish and lead compliance assurance across their EU and UK regulated entities. This is a Second Line of Defence role reporting into a newly formed Compliance Assurance function.

You will own a single, defensible view of the second-line control environment across multiple licensed entities, working alongside domain assurance managers focused on Financial Crimes Prevention, Safeguarding, Consumer Protection, and ICT Resilience. This role requires someone who can navigate complex regulatory landscapes, engage credibly with EU and UK supervisory authorities, and maintain the independence boundaries that keep assurance functions effective.

This position is based in London and suits a seasoned compliance or second-line risk professional with deep experience in regulated financial institutions.

Responsibilities

  • Own and maintain a unified view of the second-line control environment across EU and UK licensed entities, ensuring assurance results are comparable, properly aggregated, and mapped to the enterprise risk taxonomy
  • Confirm local regulatory applicability of domain testing scope and methodology, determining which requirements apply in each entity and how findings should be rated and reported locally
  • Own the entity assurance opinion and reporting of findings to entity Boards and local management teams, supporting what the entity Chief Compliance Officer attests to
  • Contribute to the annual assurance plan and master testing plan through the assurance forum, reviewing and signing off scope with domain assurance managers to prevent duplicate or gapped coverage
  • Serve as primary point of contact with EU and UK regulators and supervisors on assurance matters, representing the function credibly and building productive regulatory relationships
  • Maintain disciplined independence by providing oversight only, never crossing into first-line operational activity
  • Track findings using a unified approach with shared issue taxonomy and closure criteria aligned to Internal Audit standards
  • Support Internal Audit's reliance assessment by maintaining transparent, evidenced audit trails per test
  • Contribute to standardized reporting including KRIs tracking control health, issue aging, and remediation progress

What We're Looking For

  • Demonstrable experience in compliance assurance, second-line risk, or related control functions within fintech, payments, or regulated financial services; payments sector experience strongly preferred
  • Experience engaging with EU and/or UK financial supervisory authorities, with ability to represent assurance or compliance functions credibly toward regulators
  • Sound understanding of EU and UK regulatory landscape relevant to payment and e-money institutions, including financial crime, safeguarding, consumer protection, and operational resilience
  • Proven ability to lead end-to-end assurance reviews from planning and scoping through to reporting and issue validation
  • Firm grasp of the three-lines model and independence boundary between second and third line, with judgment to keep assurance independent
  • Advanced knowledge of control testing methodologies, sampling, issue rating, and evidence standards, with ability to connect control failures to risk taxonomy and appetite
  • Experience working with GRC platforms and unified issue registers, with high attention to detail in preparation of control findings and management documentation
  • Excellent interpersonal skills and ability to build effective relationships across business teams and advise stakeholders at various levels including senior management and Board members
  • Exceptional written and verbal communication skills, with ability to explain complex concepts to non-specialist stakeholders and present to senior leadership, Boards, and regulators
  • Willingness to work flexibly to collaborate with team members across different time zones
