Proposal & Growth Operations Manager with Security Clearance

RealmOne is seeking a Proposal & Growth Operations Manager with Security Clearance to join our Columbia, Howard County headquarters. This is a full-time opportunity to lead proposal development and operational strategy for our Department of Defense customer portfolio.

About This Position

The Proposal & Growth Operations Manager serves as a strategic operator, directing the end-to-end proposal process for DOD and federal customers while fortifying the operational systems that fuel organizational growth. You'll champion disciplined proposal practices rooted in proven methodologies, guide opportunities through our structured pursuit pipeline, assess emerging tools and technologies, and safeguard every submission's compliance with customer requirements and regulatory standards. Success in this role directly strengthens our reputation with federal agencies and competitive positioning in the defense marketplace.

What You'll Do

• Direct the complete proposal lifecycle for DOD and federal customers, from opportunity qualification through contract award
• Implement and enforce corporate proposal standards and best practices across all submission documents and team activities
• Oversee the growth operations pipeline, tracking key metrics and eliminating delays to accelerate pursuit cycles
• Manage proposal schedules, resource allocation, budgets, and cross-functional team collaboration
• Evaluate and recommend new proposal technologies, tools, and methodologies to boost efficiency and document quality
• Partner with business development, capture management, technical, and compliance teams to deliver compelling, compliant proposals
• Develop and maintain process documentation and capture lessons learned to continuously strengthen future submissions

What You Bring

• Active or current security clearance at Secret level or higher, or ability to obtain one
• 5+ years of hands-on proposal management experience within DOD, federal, or government contracting environments
• Proven expertise applying Shipley or equivalent proposal development methodology
• Track record successfully managing large-scale, multi-discipline proposals for government customers
• Strong project management, process improvement, and organizational skills
• Excellent written communication and presentation abilities
• Proficiency with proposal management platforms and Microsoft Office applications
• Working knowledge of federal acquisition processes, compliance requirements, and contracting regulations
