Trainee Employee Assistance Program (TEAP) Subject Matter Expert (SME)

H2 Performance Consulting Corporation is hiring a Trainee Employee Assistance Program (TEAP) Subject Matter Expert (SME) in the United States to deliver specialized expertise and support to the Department of Labor Office of Job Corps Health & Wellness Program. This full-time position focuses on advancing substance abuse prevention, counseling services, and policy development for adolescent and young adult populations.

About This Position

This Trainee TEAP Subject Matter Expert role is a dynamic opportunity to make a meaningful impact within the federal workforce development system. You'll partner with government stakeholders and Job Corps administrators to strengthen employee assistance programs, enhance prevention initiatives, and ensure evidence-based counseling services reach young adults who need them most. Your expertise will directly influence policy decisions, program quality, and the wellbeing of vulnerable populations served by Job Corps TEAP.

Your Responsibilities

• Deliver expert consultation on substance abuse prevention and adolescent/young adult counseling strategies to program directors and federal partners.
• Conduct and support ROCA/ROTA assessments of existing TEAP implementations at Job Corps centers.
• Review program records, analyze findings, and prepare detailed recommendations for improvement.
• Author comprehensive reports and develop training materials for staff development and policy alignment.
• Guide policy implementation efforts and contribute to continuous quality improvement initiatives across the TEAP network.

What We're Looking For

• Active license as a clinical psychologist, or advanced degree (PhD or MSW) from an accredited institution.
• Minimum five years of direct experience delivering drug and alcohol counseling services to adolescents and young adults.
• Ability to obtain and maintain a Public Trust security determination (required for federal contractor work).
• Familiarity with Job Corps TEAP programs and substance abuse prevention frameworks (preferred).
• Strong written and verbal communication skills for interdepartmental collaboration.
