About This Opportunity
We are representing a confidential e-commerce organization in their search for a Global Personnel Administration and HR Operations Specialist based in Bordeaux. Our client is undertaking a significant transformation of their personnel administration function across multiple geographies, and this role will be instrumental in defining, building, and industrializing their global approach.
This is a unique opportunity to own both the strategic build and day-to-day run of personnel administration operations, with approximately 50% of your time dedicated to transformation work and 50% to maintaining existing services during the transition period.
Responsibilities
Strategic Build & Transformation:
- Lead the personnel administration workstream of a comprehensive global audit, completing diagnostics across all geographies and converting findings into an actionable build roadmap
- Establish baseline metrics including as-is process maps per country, volumes, cycle times, FTE load, costs, and incidents
- Define target perimeter and negotiate handover of activities currently held by People Partners, HRIS, Finance, Legal, and local contacts
- Lead make-or-buy analysis for personnel administration activities by country, developing decision frameworks based on cost models, service models, risk criteria, scalability, and reversibility
- Present recommendations and business cases to senior leadership and secure decisions on sourcing strategy
- Build global document standard sets including contract templates, amendments, letters, certificates, and forms with legally validated versions
- Industrialize processes to create one standardized process per activity across all geographies with defined controls and cut-offs
- Drive automation initiatives using HRIS systems for document generation, e-signature, self-service, and workflow optimization
- Establish service standards including SLAs, ticketing, knowledge base, and escalation procedures
Operational Run (During Transition):
- Manage employment contracts and amendments across all geographies
- Oversee end-to-end onboarding and offboarding processes
- Maintain employee files with GDPR compliance and proper archiving
- Administer leave and absence management
- Coordinate campus population activities including internships and apprenticeships
- Manage occupational health obligations where applicable
- Handle visas and international mobility management
- Provide administrative inputs to payroll and manage relevant service providers
- Maintain compliance and control framework, closing high-severity audit risks
What We're Looking For
Required Experience & Skills:
- Solid personnel administration or HR Operations background with multi-country scope
- Proven track record of structuring and building: you've built processes from scratch, standardized document sets, imposed cut-offs, written RACI matrices, and ensured adherence
- Strong numerical comfort and analytical capabilities
- Hands-on HRIS experience, ideally with Workday: understanding of configuration logic, data quality, workflows, and user adoption
- Strong compliance reflex including GDPR, employee file management, retention requirements, and statutory obligations
- Fluent English as the working language
- Ability to balance strategic transformation work with operational delivery
- Excellent stakeholder management skills across HR, Finance, Legal, and senior leadership
