Cotton Holdings is a Katy, TX–area firm. Recent coverage notes its acquisition by the Sullivan Brothers Family of Companies.

Cottonholdings is seeking a full-time Estimator in Katy, TX to build precise pricing packages for operational support programs that meet client needs in challenging settings.

About the Role

As an Estimator at Cottonholdings based in Katy, TX, you will craft thorough cost models and solution frameworks focused on base life support, workforce housing, camp setups, temporary facilities, and contingency operations rather than standard building or repair work. Success means converting work statements, field requirements, and high-level concepts into clear line-item pricing that covers personnel, gear, supplies, third-party services, transport, setup, and ongoing sustainment elements while producing supporting documents such as basis-of-estimate packages, concepts of operation, technical write-ups, assumption lists, exclusion lists, and explanatory cost stories that advance pursuits, proposals, and execution planning.

Day-to-Day Responsibilities

  • Translate operational needs and concept inputs into structured, ready-to-execute cost projections for remote and contingency environments
  • Assemble complete supporting materials including basis-of-estimate files, concept-of-operations outlines, technical methods, assumptions, exclusions, and narrative cost justifications
  • Price fully integrated packages that combine lodging, meals, waste management, laundry, cleaning, power and water systems, upkeep, movement, and related site functions
  • Align every estimate with real execution realities so proposals remain both competitive and deliverable
  • Collaborate with internal teams during opportunity development and operational planning to refine technical approaches and cost details

Qualifications

  • Hands-on background creating estimates for base life support, workforce housing, camp operations, remote-site logistics, or comparable service-driven settings
  • Proven ability to produce basis-of-estimate documentation, concepts of operation, technical approaches, assumptions, exclusions, and detailed cost narratives
  • Skill at converting statements of work and high-level requirements into discrete line-item estimates covering labor, equipment, materials, subcontracted work, logistics, mobilization, and recurring support services
  • Understanding of how to model pricing for multi-element packages that include housing, food service, sanitation, laundry, housekeeping, utilities, maintenance, transportation, and overall site support
  • Strong capacity to generate solutions that balance accuracy, practicality, and client alignment in non-traditional estimating contexts

About the Company

Cottonholdings operates as a diversified holding organization whose subsidiaries deliver property restoration and recovery, construction, roofing, logistical support, temporary workforce housing, and culinary services to public and private clients across the globe. The firm unites varied capabilities, skilled people, advanced tools, and extensive owned resources to give clients complete solutions for disaster responses and major development efforts, even in intricate settings.
