Senior Manager Regulatory & Legal Affairs

Responsibilities

We are representing a confidential rail transport organization seeking a Senior Manager Regulatory & Legal Affairs to shape the regulatory and legal framework that secures market access across German and European rail networks. In this role, you will evaluate railway law developments, represent the organization's interests before regulatory authorities and industry bodies, and create the regulatory foundation for fair and economical market access.

Your core responsibilities include:

• Monitor, analyze, and assess railway legal developments, particularly regarding German rail regulations and relevant EU legislation
• Analyze and evaluate network access and track pricing procedures, managing communication with and proceedings before the Federal Network Agency
• Support strategic network planning from a regulatory perspective
• Represent the organization's interests in industry committees and with external stakeholders
• Serve as the interface working closely with internal teams including Network Planning, Public Affairs, and Legal
• Accompany regulatory legislative processes, occasionally involving competition law and public affairs matters

What We're Looking For

Our ideal candidate brings:

• Completed law degree (Rechtswissenschaften) or economics/political science degree with regulatory focus
• Five to seven years of professional experience in regulatory or legal roles, ideally within a regulated industry such as rail, energy, or telecommunications
• Knowledge of German railway law is advantageous but not mandatory
• Proven experience working with regulatory authorities and ability to prepare complex regulatory matters clearly for different audiences
• Excellent German and English skills (C1/C2 level); additional European languages are a plus
• Structured, independent working style and enthusiasm for interdisciplinary collaboration

This is initially a two-person team focused on regulatory and legal matters, offering significant scope for impact.
