Deputy Technical Program Manager – Data Modernization

About This Opportunity

Our talent team is representing a confidential federal technology services organization in their search for a Deputy Technical Program Manager - Data Modernization. This is a remote position supporting a large-scale court system modernization initiative across the United States.

We are seeking an experienced technical program leader to oversee data modernization and governance for a cloud-based case management platform serving 200+ locations nationwide. You'll lead integrated data governance, engineering, analytics, and AI/ML capabilities that support operational decision-making for a critical federal agency.

Responsibilities

• Serve as single point of contact for contract execution and strategic alignment with program goals
• Act as senior technical authority across development, architecture, integration, and modernization activities
• Define technical strategy, architecture vision, engineering standards, and modernization roadmap
• Ensure compliance with enterprise security and regulatory standards
• Manage program performance including schedules, resources, budgets, and team coordination
• Lead Agile project management including roadmap creation, sprint planning, and backlog management
• Develop and maintain Integrated Master Schedule (IMS) with milestones and dependencies
• Create biweekly Agile reports: sprint summaries, burndown charts, retrospectives, and risk registries
• Maintain RAID log and other project management artifacts
• Identify and mitigate technical, operational, and business risks
• Provide transparent reporting and regular stakeholder updates on progress and outcomes
• Brief senior executive leadership on program status and recommendations

What We're Looking For

• 10+ years of IT management experience with technology solutions delivery
• Deep expertise in data governance strategy, standards development, and change management
• Bachelor's degree from an accredited institution (required)
• PMP certification (required)
• Proven track record leading teams in big data cloud architecture, cybersecurity, data management, and business intelligence
• Strong experience with Agile methodologies and project management tools
• Excellent customer-facing and communication skills with senior executive briefing experience
• Ability to manage multiple concurrent workstreams in fast-paced environments
• Change agent mindset focused on process and quality improvement
