Manager, Housing Navigation

Independent Living Systems is hiring a Manager, Housing Navigation in Chapmantown, Butte County. This is a full-time position where you'll lead our housing navigation efforts, ensuring vulnerable populations gain stable housing and maintain independence in their communities.

About This Position

The Manager, Housing Navigation provides strategic oversight of our housing navigation program, directing a team dedicated to removing barriers to secure housing. You'll oversee case management operations, develop program policies, and ensure quality service delivery for individuals seeking stable housing solutions. This role combines hands-on program management with leadership responsibility, requiring you to balance direct client impact with organizational strategy.

Key Responsibilities

• Supervise and mentor housing navigation staff, including case managers and housing navigators
• Develop and implement policies, procedures, and best practices for the housing navigation program
• Manage caseload oversight, review case plans, and ensure quality standards across all client interactions
• Coordinate with housing providers, social service agencies, and community partners to expand housing options
• Track program metrics, outcomes, and performance indicators; prepare reports for organizational leadership
• Conduct staff training on housing resources, compliance requirements, and person-centered approaches
• Advocate for clients navigating systemic barriers to housing stability
• Ensure compliance with applicable regulations and funder requirements

What You Bring

• 3+ years of housing navigation, social services, or related program management experience
• Proven ability to supervise, develop, and motivate teams in a mission-driven environment
• Strong knowledge of affordable housing resources, rental assistance programs, and homelessness prevention
• Excellent organizational, communication, and problem-solving skills
• Experience with case management systems and data analysis
• Bachelor's degree in social work, public administration, nonprofit management, or related field (or equivalent professional experience)
• Demonstrated commitment to empowering vulnerable populations and advancing housing equity
