About This Opportunity
We are representing a confidential technology organization seeking a Business Development Manager to drive growth across Central and Eastern European public sector markets. This is a remote opportunity based in the United Kingdom, focused on introducing advanced software solutions to government organizations, ministries, and public institutions throughout the CEE region.
You will own the full sales cycle—from prospecting and qualification through proposal development and contract closure. Working with autonomy in an entrepreneurial environment, you'll build strategic partnerships, manage complex tenders, and help shape solutions that address critical public-sector needs. This role offers significant commercial impact and the opportunity to contribute to trusted digital infrastructure across European markets.
Responsibilities
- Develop and execute business development strategies to expand our client's presence across Central and Eastern Europe, with primary focus on public sector organizations
- Identify, qualify, and secure new business opportunities with ministries, government agencies, and public institutions
- Build and manage a robust sales pipeline focused on new business acquisition and long-term growth
- Present software solutions tailored to public-sector requirements, developing compelling value propositions and proposals
- Lead customer presentations, commercial negotiations, and activities throughout complex sales cycles
- Identify and pursue public tenders; take ownership of tender opportunities within your assigned territory
- Lead cross-functional bid teams, coordinate internal contributors, develop winning strategies, and align approaches with senior leadership
- Build and maintain a strong network of implementation, consulting, and technology partners to support market expansion
- Collaborate with internal product, technical, and delivery teams to ensure customer requirements are understood and addressed
- Gather market intelligence and customer feedback to inform product positioning and commercial strategy
- Develop trusted, long-term relationships with public-sector customers and strategic partners
- Represent the organization at industry events, customer meetings, and public-sector engagements
What We're Looking For
- 5+ years of professional experience in business development or sales within the software industry, including both direct and partner-led sales
- At least 3 years of proven success selling complex software solutions to public-sector organizations in the European Union (ministries, government agencies)
- Demonstrated track record of successfully winning public tenders and managing complex procurement processes
- Strong experience selling through a software company, IT consultancy, system integrator, or comparable technology environment
- Strong new-business development capabilities including prospecting, opportunity qualification, pipeline management, negotiation, and closing
- Solid understanding of complex enterprise and public-sector sales cycles with ability to navigate multiple stakeholders
- Knowledge of digital identity, Identity and Access Management (IAM), Self-Sovereign Identity (SSI), Verifiable Credentials, or related IT security technologies is a significant advantage
- Strong consultative selling skills with ability to translate complex technology into clear business value propositions
- Experience managing cross-functional bid teams and coordinating internal and external stakeholders highly desirable
- Strong partner management and relationship-building skills
- Excellent communication, presentation, negotiation, and interpersonal abilities
- High degree of ownership, accountability, initiative, and entrepreneurial mindset
- Completed bachelor's or master's degree
- Fluent written and spoken English required
- Fluency in at least one additional European language required or strongly advantageous
- Willingness and ability to work remotely within European time zones
