About This Opportunity

We are representing a confidential international development organization in their search for a Monitoring and Evaluation Officer. This is a remote position with a hybrid option in Ottawa, Canada. Our client is seeking a collaborative and learning-focused professional to join their Programs Team and play a key role in measuring, assessing, and reporting on program performance across global education initiatives.

This position reports to the Director of Programs and Partnerships and is ideal for someone who combines strong analytical skills with a passion for continuous learning and program excellence in the international development sector.

Responsibilities

Evaluative Learning Project Support (50%)

  • Lead formal project evaluation processes including developing Terms of Reference and supervising external evaluators
  • Design, test, and implement high-quality program results assessment tools for project evaluation and monitoring
  • Link educational research methods and results to project evaluative learning systems
  • Manage organizational program monitoring and results tracking systems aligned with organizational Theory of Change
  • Develop dashboards and program results visualizations for internal and external stakeholders
  • Build capacity of program teams and local implementing partners in monitoring, measurement, and evaluation

Organizational Learning and Knowledge Management (20%)

  • Track and document innovation and education sector learning through evaluative processes
  • Support development of knowledge pieces, publications, and presentations emerging from evaluation processes
  • Foster linkages to academic institutions with aligned research and learning goals
  • Contribute to country and organizational strategy development with focus on Logic Models and Theory of Change

Program and Partnerships Team Collaboration (20%)

  • Support Programs team through regular meetings, individual guidance, and performance alignment
  • Provide M&E support for concept and proposal development in collaboration with fundraising teams
  • Oversee organizational processes and protocols for monitoring, research, and evaluation
  • Supervise consulting or short-term contracts as needed

Organizational Contribution (10%)

  • Write blogs, articles, and communications pieces for organizational materials
  • Participate in staff meetings, governance meetings, and organizational events
  • Perform administrative duties consistent with organizational policies

What We're Looking For

Required Qualifications:

  • Bachelor's degree in International Development, Education, Social Sciences, Statistics, or related field (Master's degree an asset)
  • Minimum 5 years of experience in monitoring, evaluation, and learning within international development or non-profit contexts
  • Proven experience developing and implementing M&E frameworks, tools, and data systems
  • Strong knowledge of results-based management (RBM), logic models, theories of change, and performance measurement frameworks
  • Experience in data collection, analysis, and visualization using Excel, Power BI, or similar software
  • Demonstrated ability to synthesize data into clear and actionable insights
  • Experience facilitating training or capacity-building for staff and partners
  • Excellent writing, analytical, and presentation skills
  • Ability to work collaboratively in cross-cultural, remote, and hybrid environments

Pay

Pay via Get A Job.ai: $70,000 - $80,000 CAD annually
