Senior Consultant (w/m/d) Policy Monitoring & Reporting im Bereich Forschung und Innovation

Responsibilities

We are representing a confidential public-sector consulting organization seeking a Senior Consultant to lead policy monitoring and reporting initiatives in research and innovation. In this role, you will coordinate, steer, and contribute to the conceptual development of ongoing reporting and advisory formats for public-sector clients.

Your core responsibilities include:

• Continuously monitoring and analyzing developments in research and innovation policy, preparing findings for recurring reports, monitoring systems, and advisory formats
• Processing, communicating, and visualizing statistical data and indicators related to research and innovation ecosystems
• Creating, coordinating, and quality-assuring reports, studies, and presentations tailored to specialist audiences and the general public—from initial concept through independent empirical work to final stakeholder approval
• Managing projects including timeline and resource planning, coordinating alignment processes with clients and cooperation partners
• Steering complex stakeholder engagement processes involving ministries, research organizations, and other actors in the science and innovation landscape

What We're Looking For

• At least four years of relevant professional experience in policy consulting and/or evaluation; experience leading project teams and managing secretariat functions is desirable
• Proven experience acquiring consulting and commissioned research projects for organizations in the public sector
• Experience managing complex coordination processes with multiple stakeholders from the research context, such as federal and state ministries or scientific organizations
• Deep knowledge of the German research and innovation landscape and current policy debates in these areas
• Experience producing evidence-based reports and processing/communicating statistical data in research and innovation; knowledge of innovation indicators and science statistics is advantageous
• Strong editorial and communication skills with the ability to present complex issues clearly, objectively, and in an audience-appropriate manner
• Completed degree in a relevant field with solid empirical methodology knowledge; independent, analytical, reliable, and team-oriented working style
• Willingness to undertake occasional business travel (including internationally); excellent German and English language skills; additional languages are a plus
