Join Tetra Tech as an Intermediate Evaluator (Proposal) based in our Washington, D.C. office. This full-time position offers you the chance to advance monitoring and evaluation practice across international development, governance, and stability programs.

Position Summary

As an Intermediate Evaluator, you will play a critical role in shaping how monitoring and evaluation systems are designed and applied in our project proposals. Working within our Washington, D.C. operations, you will combine technical evaluation expertise with proposal development, ensuring that our clients receive rigorous, feasible, and innovative approaches to program assessment and learning. This position bridges consulting excellence and evaluation science.

Your Responsibilities

  • Review and strengthen monitoring and evaluation components within project proposals to ensure technical soundness and alignment with client objectives
  • Develop and articulate evaluation frameworks, indicators, and methodologies for proposals spanning democracy, governance, education, gender and inclusion, and other development sectors
  • Collaborate with proposal teams and senior staff to integrate evaluation best practices and translate client requirements into credible evaluation designs
  • Assess feasibility of proposed data collection, analysis, and learning approaches within project timelines and budgets
  • Support business development efforts by strengthening the evaluation value proposition in competitive proposals
  • Contribute to internal knowledge-sharing and methodological refinement across the consulting team

Who We're Looking For

  • 2–5 years of professional experience in program evaluation, monitoring and learning, or related fields such as development consulting or research
  • Solid command of evaluation methodologies, frameworks, and data collection approaches
  • Ability to write clearly and concisely for both technical and non-technical audiences
  • Strong analytical and problem-solving skills with attention to detail
  • Collaborative mindset and ability to work effectively in team-oriented settings
  • Bachelor's degree in evaluation, public health, international development, social science, or related discipline
